ՀՀ ՄԻՊ Արման Թաթոյանը ֆեյսբուքյան իր էջում գրել է.

«Այսօր շարունակվել են մեր այցերը Մեղրի ու Նռնաձոր:

Նռնաձորում քննարկումների ընթացքում պարզվել է, որ գյուղի գրեթե 200 հեկտար գյուղատնտեսական նշանակության հողատարածքները բնակիչները չեն կարողանում օգտագործել վարչաիրավական ու դատական մի շարք գործընթացների պատճառով: Այս հարցով Մարդու իրավունքների պաշտպանի աշխատակազմը կձեռնարկի անհրաժեշտ միջոցներ: Ընդ որում, թե´ Մեղրիի համայնքպետի, թե´ Նռնաձորի բնակիչների պնդմամբ` պատերազմական գործողությունների ավարտից հետո այս հարցը դարձել է խիստ արդիական:

Նռնաձորի բնակիչների հետ Մարդու իրավունքների պաշտպանի հանդիպումների, համայնքային մարմինների հետ քննարկումների ու տեղերում ուսումնասիրությունների արդյունքում պարզվել է, որ ՀՀ պետական սահմանների որոշման կիրառված մոտեցումների պատճառով պատերազմական գործողություններից հետո գյուղում առկա են հողատարածքներ (օրինակ՝ մասնավոր կամ տնտեսական գործունեության կարիքների համար որպես այգի, վարելահող կամ արոտավայր), և բնակիչները զրկվել են դրանք օգտագործելու հնարավորությունից, որոնք անհրաժեշտ են նախևառաջ իրենց կենսական ապրուստը հոգալու համար:

Մարդու իրավունքների պաշտպանի աշխատակազմի ուսումնասիրությունները նաև վեր են հանել, որ սպառնալիքներ են առաջ եկել սահմանային բնակիչների կյանքի իրավունքի ու անվտանգության, նրանց ֆիզիկական ու հոգեկան անձեռնմխելիության ու ՀՀ Սահմանադրությամբ երաշխավորված կենսական կարևորության մյուս իրավունքների համար կամ դրանց մի մասն արդեն իսկ խախտվել է:

Հայաստանի իշխանության մարմինները պետք է ՀՀ պետական սահմանների որոշման հետ ուղղակիորեն կապված այս հարցերը դարձնեն առաջնահերթ քննարկման առարկա` կապված մեր երկրի սահմանային բնակավայրերի, կոնկրետ դեպքում` Նռնաձորի բնակիչների իրավունքների անխոչընդոտ իրականացումը երաշխավորելու հետ: Անընդունելի է, որ ներկայում բացակայում է ՀՀ պետական կառավարման մարմինների անմիջական հաղորդակցությունը գյուղի բնակիչների հետ նշված հարցերով:

Օրինակ` ի՞նչ անի այն մարդը, ով ունի հողատարածքի նկատմամբ սեփականության իրավունքի պետական գրանցումը հաստատող վկայական, սակայն ադրբեջանական զինվորականների ուղիղ թիրախի տակ լինելու պատճառով այդ հողատարածքի օգտագործումն իրական վտանգի կենթարկի իր կամ իր ընտանիքի անդամի կյանքն ու առողջությունը կամ որ օգտագործումն այլևս դարձել է անհնար:

Ընդ որում, խոսքը վերաբերում է այնպիսի հողատարածքների, որոնց նկատմամբ իրավունքների, այդ թվում՝ սեփականության իրավունքի պետական գրանցումը հաստատող վկայականները տրվել են կա՛մ Խորհրդային Հայաստանի, կա՛մ Հայաստանի անկախ Հանրապետության տարբեր ժամանակահատվածների իրավասու մարմինների (Կադաստրի կոմիտե և այլն) կողմից:

Այսօրվա այցի ընթացքում տեղի են ունեցել կարևոր քննարկումներ Մեղրիի քաղաքապետի, ինչպես նաև ՀՀ զինված ուժերի անձնակազմերի հետ, որոնք իրականացնում են անձնուրաց հերոսական ծառայություն:

Մարդու իրավունքների պաշտպանի աշխատակազմն այսօրվա այցերի ընթացքում ձեռք են բերել նաև կոնկրետ իրավիճակներով մարդկանց իրավունքների պաշտպանության համար անհրաժեշտ փաստեր, որոնց կապակցությամբ կիրականացվեն առանձին ամփոփումներ ու կձեռնարկվեն անհրաժեշտ միջոցներ»:
