Կառավարությունը 750 մլն դոլարի նոր եվրոբոնդեր է թողարկել՝ 3.8 %-ով: Թեև Կառավարությունն ասում է՝ այն դրական ազդակ է տնտեսության համար, սակայն որոշ տնտեսագետներ հայտարարում են, թե պետական պարտքն է աճում։

ԼՈՒՐԵՐ․com-ի հետ զրույցում ՀՀ արդյունաբերության և առևտրի նախկին նախարար Կարեն Ճշմարիտյանը կարծիք հայտնեց, թե պարտք վերցնելը լավ բան չէ, որոշակի առումով բեռ է հաջորդ սերունդների, տնտեսության վրա, բայց այն պետք է դիտարկել նաև ավելի օբյեկտիվ՝ մյուս գործոնների հետ համատեղ․ «Պարտքը վերցնելիս պետք է հաշվի առնվի, թե ինչի՞ համար է վերցվում՝ նոր ծրագրեր իրականացնելո՞ւ, թե՞ նախորդ պարտքը մարելու, հասկանալ դրա արդյունավետությունը, որպեսզի հնարավոր լինի պարտքը վերադարձնել։ Եթե արդյունավետությունը հնարավոր լինի ապահովել, ցանկացած պարտք կարելի է սպասարկել։ Երկրորդ՝ արդյոք հնարավո՞ր է մեկ այլ եղանակով ավելի ցածր տոկոսով, այլ ռեսուրսներից ու գործիքներով պարտք ներգրավվել և ուղղել այնպիսի ծրագրերի, որոնք պետք է ապահովեն տնտեսական արդյունավետություն, հնարավորություն տան վերականգնել այս իրավիճակը, սպասարկել նաև մյուս պարտքերը, և հետագայում կարող են տնտեսության համար ավելի օգտակար լինել։ Ասել, որ պարտք վերցնելը վնասակար է, այդքան էլ ճիշտ չէ, մյուս կողմից էլ, եթե դրա նպատակայնությունը արդարացված չէ տնտեսական քաղաքականության բացակայության պայմաններում, բնականաբար բազմաթիվ հարցեր կարող են առաջանալ և՛ տնտեսագետների, և՛ այն մարդկանց մոտ, որոնք քիչ, թե շատ հասկանում են, թե դա ինչ է»,- նշեց նա։ 

Թողարկված եվրոբոնդերի չափը՝ 750 մլն դոլար և տոկոսադրույքը՝ 3.8, որքանո՞վ է շահավետ պետության համար՝ հարցին ի պատասխան Ճշմարիտյան  ասաց՝ այնքանով, որքանով, որ այն կապահովի հետագա խնդիրների լուծումը և ոչ թե նոր խնդիրներ կավելացմանը։ Իսկ թե ինչպե՞ս կանդրադառնա թողարկված եվրոբոնդերը բիզնեսի և տնտեսության վրա՝  նախկին նախարարը դժվարացավ ասել․ «Չեմ կարող ասել, որովհետև դրանց նպատակայնությունն  ինձ հայտնի չէ։ Ես չեմ կարող ասել, թե ինչի համար են վերցրել, որն է դրա անհրաժեշտությունն ու հրատապությունը, հավանաբար պատերազմի և կովիդի վնասները որոշակի առումով մեղմելու համար»,- ասաց նա՝ նշելով, որ տնտեսական քաղաքականության անարդյունավետության դեպքում ցանկացած պարտք դառնում է ռիսկային։

Ճշմարիտյանի խոսքով՝ այսօր այս հարցերը քննարկելը երկրորդական են․ եթե կան պետական, ազգային շահերի, անվտանգային խնդիրներ, ապա տնտեսական հարցերը մղվում են երկրորդ պլան։ Ըստ նրա՝ մեր հասարակության, ազգի, պետության խնդիրներն առաջացել են այն ժամանակ, երբ գլխավոր խնդիրը թողած սկսել ենք քննարկել երկրորդական հարցեր։
