ՀՀ ՄԻՊ Արման Թաթոյանը հայտնում է. «Վերջին օրերին արվում են հրապարակումներ, թե Սյունիքի մարզի սահմանային գյուղերի հարևանությամբ ադրբեջանական զինվորականների կրակոցներն անկանոն են կամ նրանք պարզապես օդ են կրակում:

Տպավորություն կարող է ստեղծվել, թե այս կերպ մեղմվում է կրակոցների վտանգը:

1) Իսկ ինչպե՞ս պետք է որոշվի՝ որոնք են ադրբեջանական անկանոն կրակոցները և ինչո՞վ են դրանք տարբերվում կանոնավոր կրակոցներից: Ասենք, 10 րոպեում 5 կրակոցն է կանոնավոր, թե 10 կրակոցը 5 րոպեում:

2) Կամ ո՞նց է գյուղացին որոշելու, թե ադրբեջանական զինված ծառայողը որ կրակոցն է օդ արձակում և որը գյուղի ուղղությամբ. եթե գյուղացին ենթադրի, որ կրակոցն օդ էր արված, ուրեմն ինչ է՝ ինքն արդեն կարող է հանգի՞ստ լինել: Իսկ ի՞նչ կապ ունի՝ կրակոցն օդ էր արված, թե գյուղի ուղղությամբ:

ՀՀ մարդու իրավունքների պաշտպանի նշաձողը հստակ է՝ անգամ մեկ կրակոցն է խաթարում գյուղացու անդորրն ու խաղաղ կյանքը, վտանգում գյուղացու ու նրա երեխայի կյանքն ու առողջությունը, զրկում գյուղացուն իրեն պատկանող հողամասը մշակելու ու այլ սեփականությունից օգտվելու հնարավորությունից: Կանխավարկածն էլ այն է, որ ադրբեջանական զինվորականների ցանկացած կրակոց պետք է դիտվի՝ որպես գյուղի ուղղությամբ արձակված ու կանոնավոր (պարբերական լինելու իմաստով) կրակոց:

Արդեն հաստատված փաստ է, որ փոքր ու խոշոր տրամաչափի զինատեսակներից ադրբեջանական կրակոցները հայաստանյան գյուղերի անմիջական հարևանությամբ պարբերական են, արվում են նույնիսկ 1 կմ-ից էլ քիչ հեռավորությունից՝ թե՛ դեպի օդ, թե՛ հենց գյուղերի ուղղությամբ: Ադրբեջանական զինծառայողներն էլ են հստակ գիտակցում, որ իրենց կրակոցները պարզ լսվում են գյուղերում, անհանգստություն են պատճառում խաղաղ բնակիչներին ու առաջին հերթին՝ երեխաներին, խաթարում են նրանց անդորրն ու խաղաղ կյանքը:  

Հետևաբար, ադրբեջանական զինված ծառայողների առկայությունը Սյունիքի մարզի գյուղերի անմիջական հարևանությամբ կամ մարզի համայնքներն իրար միավորող ճանապարհներին, նրանց ցանկացած տեղաշարժ այդ ճանապարհներով ոտնահարում է Սյունիքի խաղաղ բնակիչների Սահմանադրությամբ և միջազգայնորեն երաշխավորված իրավունքները, սպառնալիք է նրանց անդորրի ու խաղաղության համար»:
