Արցախի Հանրապետության նախագահ Արայիկ Հարությունյանն ստորագրել է հրամանագիր Դավիթ Հակոբյանին Նախագահի աշխատակազմի ղեկավարի առաջին տեղակալ նշանակելու մասին:  Այս մասին հայտնեցին Արցախի Հանրապետության նախագահի աշխատակազմի տեղեկատվության գլխավոր վարչությունից: 

Դավիթ Հակոբյանը միջազգային զարգացման մասնագետ է, ունի այդ ոլորտում ավելի քան 30 տարվա աշխատանքային փորձ: Վերջին 26 տարիների ընթացքում աշխատել է Միավորված ազգերի կազմակերպությունում՝ զբաղեցնելով տարբեր բարձրաստիճան պաշտոններ: Մասնավորապես, ի թիվս այլ պաշտոնների՝ վերջին տարիներին նա եղել է Սիրիայում ՄԱԿ-ի զարգացման ծրագրերի մշտական ներկայացուցիչ, իսկ նախքան այդ՝ Աֆղանստանում, Սոմալիում ու Ղրղզստանում՝ մշտական ներկայացուցչի տեղակալ:

Դավիթ Հակոբյանը մի քանի տասնյակ երկրներում ՄԱԿ-ի ծրագրերի շրջանակներում համակարգել և իրականացրել է հումանիտար ու զարգացման մասշտաբային նախագծեր՝ ուղղված այդ պետությունների հումանիտար ճգնաժամերի հաղթահարմանը, կայուն զարգացմանը, քաղաքացիների կյանքի որակի բարելավմանը:

1981-1991թթ. Դավիթ Հակոբյանը ներգրավված է եղել գիտահետազոտական աշխատանքներում, հրապարակել է շուրջ 40 հոդված լազերային ֆիզիկայի վերաբերյալ: Ունի ֆիզիկա-մաթեմատիկական գիտությունների թեկնածուի աստիճան:
