«Փաստ» օրաթերթը գրում է.

«Փաստ» թերթը գրեթե ամենօրյա ռեժիմով տեղեկություններ է ստանում, որ պետական գերատեսչություններում աշխատակիցների վրա ձայների որոշակի «պլան» է դրվել: Սրա արդյունքում ներկայումս բավականին լարված իրավիճակ է տիրում պետական բոլոր գերատեսչություններում, որտեղ, առանց այդ էլ հետպատերազմյան շրջանում լարվածության պակաս չկար: Մի կողմից՝ մեծամասնությունը կտրուկ հրաժարվում է մասնակից դառնալ նման գործընթացի, մյուս կողմից՝ ոմանք, ընդհակառակը, փորձում են հաճոյանալ «շեֆին» և հնարավորինս մեծ ծավալի ցուցակներ ներկայացնել։ Թերթի՝ կառավարության աղբյուրը փոխանցեց, որ վերջին մեկ շաբաթվա ընթացքում գերատեսչություններում լայն թափով ընթանում են աշխատակիցների ցուցակագրման աշխատանքներ։ Աշխատակիցները «տեսակավորվում» են ըստ վերը նշված տրամաբանության, ինչպես նաև գործող իշխանությունների հանդեպ վերաբերմունքի:

Նրանք, որոնք բացահայտ դեմ են այս իշխանություններին, դասակարգվում են երկու ցուցակում՝ «անհնազանդների» և «ռիսկայինների»։ Առանձին ցուցակում են «սվոյները»: Վերջինս հիմա բավականին խեղճ ցուցակ է, սակայն, մեր ունեցած հավաստի տեղեկության համաձայն, նախատեսվում է «անհնազանդների» և «ռիսկայինների» խմբերի ներկայացուցիչներին առայժմ չնեղացնել, բոլորի հետ տանել համապատասխան «զրույց», փորձել նրանց հետ տանել անհատական աշխատանքներ։ «Ռասկլադը» հետևյալն է. գոնե հասնել նրան, որ պետական գերատեսչությունների այն աշխատակիցները, որոնք չեն ընտրում իշխանությանը, չմասնակցեն ընտրությանը, ուղղակի ընտրատեղամաս չգնան։
