ՀՀ գլխավոր դատախազը համապետական ընտրությունների առնչությամբ մարզային խորհրդակցություններ է անցկացնում

ՀՀ գլխավոր դատախազ Արթուր Դավթյանն այսօր այցելել է  ՀՀ Կոտայքի և Արագածոտնի մարզեր և տեղի իրավապահ բոլոր կառույցների ղեկավարների մասնակցությամբ մարզերի դատախազություններում անցկացրել խորհրդակցություններ՝ առաջիկա համապետական ընտրությունների օրինականության ապահովման օրակարգով:

Այս մասին տեղեկանում ենք Դատախազության տարածած մամուլի հաղորդագրությունից։

Արթուր Դավթյանը նշել է, որ առաջիկա խորհրդարանական ընտրությունները կարևոր նշանակություն ունեն Հանրապետության ներքին ու արտաքին անվտանգության ռիսկերի նվազեցման առումով, և իրավապահ մարմիններն առավել քան երբևէ պարտավոր են բազմապատկել ջանքերը՝ հնարավոր բոլոր միջոցներով ապահովելու ընտրությունների օրինականությունը: 

ՀՀ գլխավոր դատախազը շեշտել է ընտրարշավի իրականացման, բուն քվեարկության անցկացման, ինչպես նաև հետընտրական շրջաններում ցանկացած հնարավոր ընտրական հանցագործության դեպքին, քաղաքացիների ազատ կամքի արտահայտման վրա որևէ ձևով ազդելու դեպքերին, փորձերին, իրավապահ մարմինների  կողմից ինչպես քրեադատավարական անհրաժեշտ գործիքակազմով, այնպես էլ օպերատիվ-հետախուզական միջոցառումներով արագ և կոշտ արձագանքելու անհրաժեշտությունը:  

Կարևորվել է այն հանգամանքը, որ ՀՀ քրեական օրենսգրքում դեռևս նախորդ խորհրդարանական ընտրություններից առաջ կատարված փոփոխություններով ընտրական հիմնական բոլոր հանցատեսակները դասվել են ծանր հանցագործությունների կատեգորիային, ինչն իրավապահ մարմիններին հնարավորություն է տալիս դրանց դեմ պայքարում լայնորեն կիրառելու օպերատիվ-հետախուզական միջոցառումների առավել մեծ գործիքակազմ՝ ինչպես հանցագործությունների բացահայտման, այնպես էլ դրանք կատարող անձանց հայտնաբերելու և նրանց քրեական պատասխանատվության ենթարկելու համար:

Միաժամանակ, ՀՀ գլխավոր դատախազն իրավապահ մարմինների առջև խստիվ պահանջ է դրել պահպանել քաղաքական չեզոքության և զսպվածության օրենսդրական պահանջը, ձեռնպահ մնալ իրենց իրավասություններից դուրս որևէ ապօրինի գործընթացի մեջ ներքաշվելուց՝ նշելով, որ նման ցանկացած դրսևորում անխուսափելիորեն հանգեցնելու է կոնկրետ հետևանքների, այդ թվում՝ քրեական պատասխանատվության:     

Արթուր Դավթյանը մարզերի դատախազությունների դատախազներին հանձնարարել է հանցավոր բնույթի ընտրախախտումներին օպերատիվ արձագանքելու, ինչպես նաև դրանցով անհրաժեշտ քրեադատավարական ընթացակարգեր ապահովելու հարցում սերտորեն գործակցել ՀՀ գլխավոր դատախազությունում ձևավորված աշխատանքային խմբի հետ:   

Նշված օրակարգով ՀՀ գլխավոր դատախազի մարզային այցելությունները շարունակվելու են, ավելի վաղ Արթուր Դավթյանը Իջևանում նման հանդիպում է ունեցել նաև իրավապահ մարմինների Տավուշի մարզի կառույցների ղեկավարների հետ:
