«Արկադի Տեր-Թադևոսյանի անվան Քաղաքացիական խորհուրդն իր խորը մտահոգությունն է հայտնում միմյանց նկատմամբ ակնհայտ թշնամանք քարոզող և իրավիճակը ծայր աստիճան ապակայունացնելու, անկախ պետականությունը կազմալուծելու միջոցով ինքնավերարտադրվելու ապազգային իշխանությունների փորձերի առնչությամբ: Բոլոր նրանց, ում համար թանկ է Հայաստանի անվտանգությունը, հայ ժողովրդի ապագան, կոչ ենք անում՝

1. Դուրս գալ հոգեբանական և քաղաքական ապատիայից և ակտիվորեն մասնակցել ընտրություններին, քանի որ պասիվությունը թույլ կտա ազգադավ իշխանությանը մեր երկիրը տանել վերջնական կործանման:

2. Ըստ համոզմունքի և ազատ կամքի քվեարկել այն քաղաքական ուժի օգտին, ով պատճառ չի դարձել հազարավոր հայ երիտասարդների սպանության և սրբազան հայրենիքից բռնի տեղահանության ու հողերի հանձնման թշնամուն, հայոց արժանապատվության կորստի և հանրային կյանքի բոլոր ոլորտների ու տնտեսության կաթվածահար վիճակի: Ազա՛տ եղեք վստահության ձեր ձայնը տալ նրանց, ովքեր իրենց կենսագրությամբ ապացուցել են հայրենիքն այս օրհասական վիճակից դուրս բերելու իրենց կարողությունը:

3. Համախմբվել՝ ապագա իշխանությունների հանդեպ սահմանելու քաղաքացիական վերահսկողություն և ստեղծելու հակակշիռների մեխանիզմ՝ ձևավորելու այնպիսի կառավարություն, որը հաշվի կնստի հասարակության, մասնավորապես մտավորականության և փորձագիտական հանրության կարծիքի հետ:  Միաժամանակ, կարևորում ենք համախմբումը՝ օգնելու նոր իշխանություններին լրջամիտ որոշումներ կայացնելու և երկիրը տանելու դեպի նոր ձեռքբերումներ և հաղթանակներ»:
