ՀՀ ԱԳ նախարարի պարտականությունները կատարող Արմեն Գրիգորյանը հուլիսի 30-ին  ընդունել է ՀՀ-ում Կարմիր խաչի միջազգային կոմիտեի (ԿԽՄԿ) պատվիրակության ղեկավար Թիերի Ռիբոյին: Այս մասին հայտնեցին ՀՀ ԱԳՆ լրատվության և հանրային դիվանագիտության վարչությունից: 

Հանդիպման ընթացքում Արմեն Գրիգորյանն ընդգծել է Ադրբեջանում ապօրինաբար պահվող հայ ռազմագերիների և քաղաքացիական անձանց անհապաղ հայրենադարձման անհրաժեշտությունը և անթույլատրելի համարել Ադրբեջանի իշխանությունների կողմից նրանց նկատմամբ շինծու քրեական գործերով հետապնդումը:

Մասնավորապես՝ Արմեն Գրիգորյանը նշել է, որ համաձայն Ժնևի երրորդ կոնվենցիայի՝ վերջիններս ունեն ռազմագերու կարգավիճակ, ուստի նրանք պետք է գտնվեն միջազգային հումանիտար իրավունքի պաշտպանության ներքո։ Նա հավելել է, որ Ադրբեջանի այս քաղաքականությունը հակասում է 2020թ. նոյեմբերի 9-ի եռակողմ հայտարարության 8-րդ կետին, որի համաձայն՝ պետք է տեղի ունենար ռազմագերիների, պատանդների և այլ պահվող անձանց փոխանակումը:

Ընդգծվել է, որ Ադրբեջանը հերքում է բազմաթիվ աղբյուրներով փաստագրված մեծ թվով ռազմագերիների՝ իր վերհսկողության ներքո գտնվելու փաստը և հրաժարվում է նրանց վերաբերյալ տեղեկությունների տրամադրումից, այդ թվում՝ թաքցնում է վերջիններիս պահման վայրերը: Նման վարքագիծը լուրջ հիմքեր է տալիս Ադրբեջանի կողմից գերիների հանդեպ իրականացված ծանր հանցագործությունների, այդ թվում՝ բռնի անհետացումների կասկածանքի վերաբերյալ։

Անդրադառնալով տուժած բնակչությանը հումանիտար օգնության ցուցաբերման խնդրին՝ Արմեն Գրիգորյանն ընդգծել է միջազգային հումանիտար կազմակերպությունների ներկայության ընդլայնման անհրաժեշտությունը  Արցախում։

Հանդիպման ընթացքում Արմեն Գրիգորյանն ուշադրություն է հրավիրել Հայաստանի ինքնիշխան տարածքի դեմ Ադրբեջանի հարձակողական գործողությունների հետևանքով ստեղծված հումանիտար իրավիճակի վրա՝ մտահոգություն հայտնելով, որ ՀՀ տարածքում ադրբեջանական զինուժի շարունակվող ներկայությունը խաթարում է սահմանամերձ բնակավայրերում ապրող բնակչության բնականոն կյանքը և հանգեցնում է նրանց իրավունքների խախտումների:

ԿԽՄԿ պատվիրակության ղեկավարն իր հերթին տեղեկացրել է կազմակերպության կողմից ձեռնարկվող քայլերի մասին՝  գերիների և նրանց ընտանիքների միջև հաղորդակցության ապահովման ուղղությամբ, ինչպես նաև հանգամանորեն ներկայացրել է ԿԽՄԿ կողմից սահմանամերձ շրջաններում կատարվող աշխատանքները:
