Այդ 250 հազար դրամը ոչ թե չնչին, այլ աննշան գումար է, դրանով չէ, որ պետք է սոցիալական խնդիրները լուծենք: Այս մասին Aravot.am-ի հետ զրույցում ասել է ԱԺ «Քաղաքացիական պայմանագիր» խմբակցության պատգամավոր, ՀՀ աշխատանքի և սոցիալական հարցերի նախկին նախարար Զարուհի Բաթոյանը՝ անդրադառնալով պատգամավորների ծախսերի համար նախատեսված 50 հազար դրամ գումարը 250 հազար դարձնելու փոփոխությանն ու դրա վերաբերյալ հնչող քննադատություններին:

«Ավելին ավելացնել չեմ կարող, քան նախորդ գումարման Աժ-ի իմ գործընկերներն են հիմնավորել, սակայն ուզում եմ մեկ շեշտադրում անել: Իհարկե, սոցիալական խնդիրները շատ են այս երկրում, բայց եթե պարզ թվաբանությամբ մենք ուղղակի այդ գումարը պատկերացնենք, ուղղենք այդ խնդիրներին, դրանք ոչ թե չնչին են, այլ աննշան են, այդ գումարներով չէ, որ պետք է սոցիալական խնդիրները լուծենք: Ես ինքս աշխատելու եմ հետեւողական լինել եւ աջակցել կառավարության այն ծրագրերին, որոնք ուղղված են լինելու սոցիալական աջակցության արդյունավետության բարձրացմանը, այդ թվում՝ նպաստների ավելացմանը, բայց ասել, որ այս գործողության փոխարեն կարող էր իրականացվել մեկ այլ սոցիալական աջակցության ծրագիր, կարծում եմ, սա խելամիտ չէ»:

Զարուհի Բաթոյանը նաև ասել է, թե ինչպես է ծախսելու այդ գումարը.

«Ծախսելու եմ տրանսպորտային միջոցի վարձակալման համար, որովհետեւ գրեթե ամբողջությամբ այդ գումարը, որովհետեւ հատուկ հարմարեցված մեքենայից պետք է օգտվեմ, որը շատ քիչ է, եզակի է Հայաստանում»:

Դիտարկմանը, որ, գուցե, առանձին դեպքերում այդ ծախսն ընկալելի է, բայց ԱԺ պատգամավորի աշխատավարձն առանց այդ էլ բարձր է և, ստացվում է, պարգեւավճարի նման բան է հատկացվում պատգամավորներին, ընդ որում՝ առանց խտրականության՝ առանց վստահ լինելու, որ նրանք մարզեր են գնալու, ընտրողների հետ են հանդիպելու ու ծախսեր են կատարելու դրա վրա, Բաթոյանն արձագանքել է.

«Իմ մասին միայն կարող եմ ասել՝ բնականաբար, աշխատավարձով չի պայմանավորված այն աշխատանքը, որ ես պատրաստվում եմ իրականացնել: Մնացած մասով, թե որքան հաճախ կգնան մարզեր՝ դա միայն մարզեր գնալու համար չէ, հիմնավորումներից մեկն էր: Կարելի է ուղղակի վերահսկողական մեխանիզմների միջոցով ճշտել, հասկանալ՝ ինչպիսի գործունեություն են ծավալում պատգամավորերը, կարող են արդյունավետ իրականացնել աշխատանքը»,- նշել է Բաթոյանը:
