ՀԱՊԿ երկրները պայմանավորվել են չընդունել աֆղան փախստականներին և օտարերկրյա զորքեր չտեղակայել իրենց տարածքում: Այս որոշումը կայացվել է գագաթնաժողովի ընթացքում, որն անցկացվել է Աֆղանստանին սահմանակից Տաջիկստանի մայրաքաղաք Դուշանբեում: Տարածաշրջանում լարված իրավիճակը դարձել է հանդիպման գլխավոր թեման:

Ռուսական RenTV-ն նկատել է, որ ՀՀ վարչապետ Նիկոլ Փաշինյանը ՀԱՊԿ-ի գագաթնաժողով ժամանելիս խախտել է հնարավոր արարողակարգերը։

 «Ազգի պալատը Տաջիկստանում բոլոր խոշոր միջազգային գագաթնաժողովների անցկացման ավանդական վայրն է: Սա տարածքի առումով Դուշանբեի ամենամեծ շենքն է: Եվ, իհարկե, ամենաներկայացուցչականը: Սա նկատելի է, նույնիսկ եթե այնտեղ եք մտնում ոչ թե գլխավոր մուտքով, այլ մեզ նման` մյուս կողմից: Այստեղ, ոչ հեռու, երկրի ամենամեծ դրոշն է»,- գրում է RenTV-ին:

Նրա ավտոշարասյունը ՀԱՊԿ անդամ երկրների գագաթնաժողովին առաջինն է ժամանել, չնայած առաջինը պետք է ներկայանար ՀԱՊԿ գլխավոր քարտուղարը։

Դրանից հետո կես ժամանոց ընդմիջում է եղել։ Նույնիսկ պատվո պահակը հոգնել էր սպասելուց: ՀԱՊԿ անդամ երկրների ղեկավարների հետ լուսանկարվելու ժամանակ Փաշինյանը գործընկերներից հեռավորություն է պահպանել։ Կայքը նշում է, որ լուսանկարվելու արարողությունից հետո փորձել է մի քանի գործընկերների հետ շփվել, սակայն՝ ապարդյուն։
