Հոգեկան առողջության ոլորտի բազմաթիվ խնդիրներ են շարունակում մնալ չլուծված: Այս մասին ասվում է ՀՀ ՄԻՊ Արման Թաթոյանի հայտարարության մեջ` նվիրված հոգեկան առողջությա օրվան:

«Հոկտեմբերի 10-ը Հոգեկան առողջության համաշխարհային օրն է:

Հոգեկան առողջության խնդիր ունեցող մարդիկ մեր հասարակության լիարժեք անդամ են։ 

Նրանք էլ բոլորիս պես ունեն արժանապատվություն, զգացմունքներ և գնահատաման արժանի ներուժ:

Խտրականությունը ու կարծրատիպերը նրանց մեկուսացած են պահում հասարակությունից, իսկ իրավունքներն ինքնուրույն պաշտպանելու դժվարությունները կամ անկարողությունն ավելի են խորացնում նրանց խնդիրները:

Հոգեկան առողջության ոլորտի բազմաթիվ խնդիրներ են շարունակում մնալ չլուծված:

Պատշաճ երաշխավորված չեն, օրինակ, հոգեկան առողջության խնդիրներ ունեցող երեխաների իրավունքները. լուրջ խնդիր է բժշկական ծառայությունների հասանելիությունը հատկապես մարզերում, կայացած չէ ներառական կրության համակարգը, հաճախ են լուրջ բարդությունների առաջ կանգնում ծնողները՝ սկսած երեխայի համար անհրաժեշտ կրթություն ապահովելուց, հասարակությունից երեխայի մեկուսացում թույլ չտալուց մինչև աշխատել-չաշխատելու անլուծելի երկընտրանքը:

Խրոնիկ խնդիրներ ունի հոգեբուժարաններում մարդկանց իրավունքների ապահովումը: Չկան անհրաժեշտ համայնքահեն ծառայություններ, թերի են կառավարումն ու վերահսկողությունը, անհիմն ձգձգվում են դատական գործընթացները ու մարդկանց դնում տարիների քաշքշուկների մեջ, չկա պատասխանատու մարմինների միջև գործառույթների հստակ տարանջատում և այլն:

Այս ամենին զուգահեռ, գնահատված չէ հոգեկան առողջության ոլորտի աշխատանքը:

Բավարար չէ մասնագետների քանակը, խիստ թերի են մասնագիտական վերապատրաստումները, ինչը թույլ չի տալիս ոլորտը զարգացնել միջազգային պահանջներին համահունչ:

Անընդունելի են հոգեբուժարաններում կամ այլ հատուկ հաստատություններում աշխատանքային պայմանները, ցածր է աշխատողների սոցիալական երաշխիքների մակարդակը: Այս ամենն էլ անմիջական բացասական ազդեցություն է ունենում մարդու հոգեկան առողջության և մատուցվող ծառայությունների որակի վրա:

Իսկ գործնականում էլ շատ են դեպքերը, երբ հարցերը լուծվում են ոչ թե պետական քաղաքականության, այլ մասնագետների անձնական ջանքերով ու նրանց անձնական բարեխղճության շնորհիվ:

Ինքս շարունակելու եմ ՀՀ մարդու իրավունքների պաշտպանի իրավասության սահմաններում հետևողական քայլերով նպաստել այս ոլորտի խնդիրների լուծմանը:
Պետք է սովորենք գնահատել ու աջակցել իրար և բացառել խարանն ու խտրականությունը»:
