Հայաստանի մարդու իրավունքների պաշտպան Արման Թաթոյանը հայտարարություն է տարածել, որում անդրադառնում է այսօր Շուշիի մոտակայքում տեղի ունեցած միջադեպին, երբ ադրբեջանական կողմը կրակ էր բացել հայ քաղաքացիական անձանց ուղղությամբ։ Հայտարարությունում ասվում է․

«Այսօր Արցախում ադրբեջանական զինծառայողների կողմից կրակոցներով քաղաքացիական 3 անձի վիրավորելը և 22-ամյա 1 անձի սպանությունն անհերքելի ապացույց է, որ ադրբեջանական զինված ծառայողներ թե՛ Հայաստանի, թե՛ Արցախի քաղաքացիական որևէ բնակավայրի մոտ չպետք է լինեն: Այդքան այս մասին զգուշացնում ենք:

Պետք է ի վերջո ընդունել, որ ինքնին ադրբեջանական զինվորականների ներկայությունը քաղաքացիական բնակավայրերի հարևանությամբ մարդկանց կյանքի իրավունքի խախտում է, քանի որ ովքեր ապրում են իրենց կյանքի համար անմիջական անընդհատ վտանգի ներքո:

Արցախի իմ գործընկերը՝ Մարդու իրավունքների պաշտպան Գեղամ Ստեփանյանը հաստատել է, որ այսօր՝ 2021թ. նոյեմբերի 8-ին ադրբեջանական զինված ուժերը կրակոցներ են արձակել Շուշի քաղաքի մուտքի մոտակա խաչմերուկի մոտ ջրամատակարարման խողովակների վրա նորոգման աշխատանքներ իրականացնող քաղաքացիական անձանց վրա: Արդյունքում՝ խաթարվել է նաև Բերձրորի ճանապարհի Շուշիի հատվածի երթևեկությունը: Այս տեղեկությունները հաստատումով հրապարակել է նաև Արցախի ԱԱԾ-ն:

Այս կրակոցները ահաբեկչական հանցավոր արարքներ են, որ ոչ միայն քաղաքացիական անձանց ապօրինի զրկել են կյանքի իրավունքից, այլ նաև նպատակ ունեն ահաբեկել քաղաքացիական բնակչությանը:

Ակնհայտ է, որ Հայաստանի ու Արցախի քաղաքացիական բնակավայրերի հարևանությամբ ադրբեջանական զինված ուժերի ներկայությունն ինքնին մարդկանց կյանքի իրավունքի խախտում է, դա խաթարում է խաղաղությունն ու անվտանգությունը, մարդկանց բնականոն կյանքը:

Փաստերը վկայում են, որ թե՛ Հայաստանում, թե՛ Արցախում այս խախտումները բնույթով նույնն են ու դրանց իրական պատճառը ադրբեջանական իշխանությունների հայատյաց ու թշնամանք քարոզող պետական քաղաքականությունն է: 2020թ. պատերազմից հետո այն ոչ միայն չի նվազել, այլ ծայրահեղ դրսևորումներ է ստացել՝ ի ցույց դնելով ֆաշիստական բնույթը: Այն ավելի է մեծացնում լարվածությունը և խորացնում թշնամանքը:

Սա մարդու իրավունքների լրջագույն խնդիր է: Ադրբեջանական այս քաղաքականությունն է մարդկանց կյանքի, սեփականության և մյուս բոլոր իրավունքների խախտումների հիմքում, այն խախտումների աղբյուրն է»:
