Նոյեմբերի 18-ին, Վիեննայում, ԵԱՀԿ Մշտական խորհրդում ելույթով հանդես եկավ Հայաստանի Հանրապետության մշտական ներկայացուցիչ, դեսպան Արմեն Պապիկյանը՝ ի պատասխան ԵԱՀԿ Մինսկի Խմբի համանախագահների զեկույցին։

Դեսպան Պապիկյանը, ողջունելով հյուրերին, վերահաստատեց Հայաստանի աջակցությունը ԵԱՀԿ ՄԽ համանախագահներին՝ որպես Լեռնային Ղարաբաղի հակամարտության խաղաղ կարգավորման միջազգային միակ մանդատ ունեցող ձևաչափի: Առավելապես կարևորվեց ԼՂ հակամարտության խաղաղ գործընթացի և տարածաշրջան այցերի վերականգնումը:

Դեսպանն այլ հարցերի շարքում նշեց, որ Ադրբեջանի կողմից շարունակվող հրադադարի խախտումները և դրանց հաճախականությունը գնալով ավելանում են՝ խոչընդոտելով տարածաշրջանում երկարատև խաղաղություն հաստատելու միջազգային հանրության ջանքերը: Դեսպանը հիշեցրեց Ադրբեջանի կողմից Արցախի և Հայաստանի քաղաքացիական բնակչության դեմ ուղղված հանցագործությունների մասին։

Դեսպան Պապիկյանը նկատեց, որ Ադրբեջանի նման ագրեսիվ քաղաքականության հանդեպ միջազգային հանրության կրավորական կեցվածքով է նաև պայմանավորված նոյեմբերի 16-ին Ադրբեջանի զինված ուժերի կողմից Հայաստանի ինքնիշխան տարածքի վրա հարձակումը, որի արդյունքում կան զոհեր, անհետ կորածներ և գերեվարվածներ։

Դեսպանն ավելացրեց, որ ցավոք սրտի, ուժի կիրառման և դրա սպառնալիքի նման բացահայտ դրսևորումը դառնում է Ադրբեջանի վարած քաղաքականության հիմնական հատկանիշներից մեկը, և պետք է կասկած չթողնի ԵԱՀԿ ՄԽ համանախագահների, ԵԱՀԿ-ի և նրա մասնակից պետությունների մոտ, ով է հանդիսանում ագրեսորը և տարածաշրջանում խաղաղության հաստատման հիմնական խոչընդոտը։
