ՀՀ գլխավոր դատախազ Արթուր Դավթյանը Եգիպտոսի Արաբական Հանրապետության Շարմ Էլ Շեյխ քաղաքում ընթացող Կոռուպցիայի դեմ պայքարի ՄԱԿ-ի կոնվենցիայի անդամ երկրների համաժողովի 9-րդ նստաշրջանի աշխատանքների շրջանակում դեկտեմբերի 14-ին հանդես է եկել ելույթով:

ՀՀ գլխավոր դատախազնը նշել է, որ Հայաստանում կոռուպցիայի դեմ պայքարը կրում է ստրատեգիական բնույթ, որի հիմանական խնդիրներից է հակակոռուպցիոն նոր կառուցակարգերով ինստիտուցիոնալ մոդելի ներդրում:

Որպես դրա բաղադրիչներ՝ Արթուր Դավթյանն առանձնացրել է կոռուպցիայի դեմ պայքարի միջազգային փաստաթղթերի պահանջներին համապատասխան ապօրինի ծագում ունեցող գույքի բռնագանձման քաղաքացիադատավարական ինստիտուտի ներդրումը, նախնական քննության և դատաքննության փուլերում կոռուպցիոն քրեական գործերով քննությունների, դրանց օրինականության նկատմամբ դատախազական հսկողության, ինչպես նաև այդ բնույթի գործեր քննող դատավորների մասնագիտացումը:

Կոռուպցիայի կանխարգելման համատեքստում ընդգծվել է պաշտոնատար անձանց գույքի, եկամուտների, ծախսերի, շահերի հայտարարագրման, դատական համակարգում և դատախազությունում պաշտոնատար անձանց բարեվարքության ստուգման ինստիտուցիոնալ գործիքների ներդրումը:

Այս ամենով հանդերձ, Արթուր Դավթյանն առանձնահատուկ շեշտադրում է կատարել ազգային մակարդակով ժողովրդավարությունների ամրապնդման, պետությունների զարգացման, տարածաշրջանային անվտանգության վրա լրջագույն բացասական ազդեցություն ունեցող այնպիսի երևույթի դեմ պայքարի անհրաժեշտության վրա, ինչպիսին է կոռուպցիայի արտահանումը միջազգային հարաբերությունների հարթակներ:

«Կոռուպցիայի արտահանման, օտարերկրյա, միջպետական կազմակերպությունների պատասխանատու պաշտոնատար անձանց կաշառելու աճող միտումները ստեղծում են լրացուցիչ մարտահրավերներ մարդու իրավունքների պաշտպանության իրագործման, ժողովրդավարական կառավարման և հաարակությունների կայուն զարգացման համար՝ ծայրահեղ բացասաբար ազդելով տարածաշրջանային խաղաղության և կայունության վրա: Բազմաթիվ հանցագործություններ, այդ թվում նաև ռազմական, մարդկության դեմ գործվող հանցագործություններ, թաքցվում են նմանատիպ կաշառքի և կոռուպցիոն գործողությունների հովանու ներքո՝ ստեղծելով անպատժելիության մթնոլորտ:

Դա առանձնապես զգալի դարձավ նախորդ տարի Լեռնային-Ղարաբաղի ժողովրդի դեմ գործված ռազմական ագրեսիայի ընթացքում, որն ուղեկցվում էր Արցախի խաղաղ բնակչության դեմ ռազմական հանցագործություններով և բոլորին քաջ հայտնի մերձավորարևելյան տարածաշրջանի ահաբեկչական կազմակերպությունների մի քանի հազար այլազգի ահաբեկիչ-գրոհայինների ներգրավմամբ: Այդ պատճառով, նմանատիպ հանցագործությունները ժամանակին կանխելու և դրանց հակազդելու համար չափազանց կարևոր է վերոնշյալ միտումներին արձագանքելը»,-իր ելույթում նշել է Արթուր Դավթյանը:

ՀՀ գլխավոր դատախազն ընդգծել է կոռուպցիայի դեմ պայքարի միջազգային համագործակցության խորացման հարցում ՀՀ դատախազության լիարժեք պատրաստակամությունը:
