Տավուշի մարզպետ Հայկ Ղալումյանը, ով համատեղության կարգով նաև Նիկոլ Փաշինյանի քավորն է, ՏԻՄ ընտրություններից հետո կրկնակի եռանդով է լծվել մարզում իր դիրքերը ամրապնդելուն: Նա, կարծես թե, չի բավարարվել մարզպետարանում արգելապատնեշներ տեղադրելով և որոշել է, որ Փաշինյանի սիրտը շահելու համար ավելի գործնական քայլեր են պետք:

Դեկտեմբերի 5-ն էլ կայացան Նոյեմբերյան խոշոր համայնքի ավագանու համամասնական ընտրություններ։ Նոյեմբերյանցի ակտիվիստ, ընտրություններում վստահված անձ Սուրեն Անանյանը տեսանյութ է հրապարակել, թե ինչպես է ընտրությունների օրը Տավուշի մարզպետ Հայկ Ղալումյանը գտնվել ընտրական տեղամաս հանդիսացող Հաղթանակ գյուղի դպրոցի շրջակայքում՝ ընտրություններում «Քաղաքացիական պայմանագիր» կուսակցության ավագանիների ցանկի 2-րդ համարի՝ Այրում խոշոր համայնքի ղեկավար Արայիկ Պարանյանի և այլոց հետ։ Ընտրություններից հետո չհավաքելով հաղթանակի համար անհրաժեշտ ձայները` ՔՊ-ն նաև մարզպետի աջակցությամբ որոշել է խափանել ընտրված համայնքապետի երդմնակալությունը:

Ղալումյանն ամեն գնով ցանկանում էր նաև Բերդ համայնքում ունենալ յուրային ղեկավար: Մամուլը գրել էր, որ Տավուշի նախկին մարզպետ, ներկայումս ԱԺ «Իմ քայլը» խմբակցության պատգամավոր Վահե Ղալումյանի միջոցով ոչ մեկ անգամ գործող համայնքապետ Մանուչարյանին առաջարկել են հրաժարական տալ, որպեսզի կարողանան ՏԻՄ-երի «զավթման» շրջանակներում` Բերդում ևս պաշտոնակատար նշանակել իրենց ցանկալի անձին: Սակայն, Հարություն Մանուչարյանը հրաժարվել է, ինչից հետո հարուցվել է քրեական գործ, իսկ օրեր առաջ որոշում է կայացվել նաև նրան կալանավորել:

Այն, որ Տավուշի մարզպետն այս հարցում լուրջ է տրամադրված, պարզ դարձավ դեռևս հունիսյան ընտրություններից հետո: Այդ ժամանակ Ղալումյանը Աչաջուր համայնքի և Իջևանի բժշկական կենտրոնների տնօրեններին՝ Կորյուն Վարդապետյանին և Էդուարդ Գրիգորյանին, փոխանցել է՝ ազատման դիմումներ գրել: ԲԿ-ի տնօրենների շրջապատից մամուլը տեղեկացել էր որ բուժկենտրոնի ղեկավարների հանցանքն այն է, որ իրենց շրջապատում ընդամենը չեն թաքցրել, որ ընտրելու են Ռոբերտ Քոչարյանի ղեկավարած «Հայաստան» դաշինքին:

Ինչպես երևում է` հետընտրական զարգացումները Տավուշում նոր են թևակոխում ակտիվ զարգացման փուլ, և Փաշինյանի քավոր Ղալումյանը պատրաստվում է մարզի խնդիրները մի կողմ դրած` զբաղվել վարչապետի և ՔՊ-ի համար անչափ հաճո գործով՝ մարզում իշխանությունը յուրացնելով:
