Արցախի անվտանգության խորհրդի քարտուղար Վիտալի Բալասանյանին Ամանորի ուղերձ է հղել, որում ասվում է․

«Հարգելի՛ քաղաքացիներ,

2021 թվականն Արցախում աչքի է ընկել պատերազմի հետևանքների հաղթահարմանն ուղղված բազմաթիվ ծրագրերի իրականացմամբ։

Շնորհիվ Արցախի Հանրապետության Պաշտպանության բանակի, ինչպես նաև Ռուսաստանի Դաշնության խաղաղապահ զորակազմի իրականացրած ծառայության, Արցախում ընդհանուր առմամբ պահպանվել է հարաբերական խաղաղություն։ Ցավոք, տարվա ընթացքում հակառակորդը սադրել է նաև առանձին միջադեպեր, այդ թվում մահացու ելքերով, ինչն ակնհայտ ցույց է տալիս, որ իրավիճակի լիարժեք կայունացմանն ուղղված անելիքները դեռևս շատ են։

Միևնույն ժամանակ, պետությունը՝ հանձնառու լինելով լուծելու իր քաղաքացիների խնդիրները, կոնկրետ և թիրախային միջոցներ է ձեռնարկել՝ բավարարելու մարդկանց կարիքները, հատկապես բռնատեղահանվածներին ապահովելու բնակարաններով և կենցաղի համար անհրաժեշտ բոլոր այլ պայմաններով։

Կատարածն արձանագրելով հանդերձ, պետք է բոլոր ուղղություններով ընդլայնենք աշխատանքների ծավալները՝ նպատակակետ դարձնելով հնարավորինս շատ մարդկանց կարիքները բավարարելու հրամայականը։ Այս նպատակին հասնելու համար անհրաժեշտ է ազգային ներուժի համախմբումը։ Հարկ է նաև ակտիվ աշխատանքներ կատարել բարեկամ պետությունների հետ՝ միջազգային ասպարեզում առաջ տանելու Արցախի կարգավիճակի հստակեցման գաղափարը, որը հենված է ազգերի ինքնորոշման հիմնարար սկզբունքի վրա։

Սիրելի՛ արցախցիներ,

Պատերազմի արհավիրքը դեռ երկար ժամանակ մնալու է բոլորիս հիշողություններում։ Սակայն պետք է շեշտել, որ երեսնամյա ճանապարհ անցած Արցախի Հանրապետությունը դիմակայել է իր կենսունակությանը սպառնացող վտանգներին։ Մեր մտքերում վառ պահելով կորուստները և աղոթելով աղետալի պատերազմում զոհված տղաների անմար հիշատակի համար՝ դրա հետ մեկտեղ պետք է մտածենք սերունդների համար լավ ու ապահով ապագա կերտելու ուղղությամբ և իրագործենք այդ նպատակը։ Հավատացած եղեք, որ արվում է և կարվի հնարավոր ամեն ինչ՝ Արցախը հայկական պահելու և Հայրենիքում վերստին ստեղծելու և զարգացնելու արժանապատիվ կյանքի պայմաններ։
