Հանրային ծառայությունները կարգավորող հանձնաժողովի նախագահ Գարեգին Բաղրամյանը կարծում է, որ Էկոնոմիկայի նախարարության, Կենտրոնական բանկի ներգրավմամբ պետք է քննարկում լինի՝ հասկանալու, թե ներկրվող ռուսական գազի դիմաց  ո՞ր փոխարժեքով է ավելի հարմար վճարում կատարել:  Բաղրամյանը նման տեսակետ հայտնեց ԱԺ-ում լրագրողների հետ զրույցում՝ անդրադառնալով հարցին, թե ինքը նպատակահարմար համարո՞ւմ է ռուսական գազի դիմաց ռուբլիով վճարելու տարբերակը:

«Ես՝ որպես հանձնաժողովի նախագահ, իմ իրավասության շրջանակում, կգերադասեի, որ ավելի հաստատուն փոխարժեքով գնեինք գազը»,-տեսակետ հայտնեց Բաղրամյանը:

Նա հավելեց՝ ինչքան ավելի կայուն փոխարժեքով լինի գազը, տարվա ավարտին «Գազպրոմ»-ում դրական և բացասական էֆեկտն այդ մասով շատ ավելի քիչ կլինի և հաջորդ սակագնի վերանայման ժամանակ ավելի քիչ գումար կփոխհատուցվի:

Հանձնաժողովի նախագահը դժվարացավ պատասխանել հարցին, թե գազի դիմաց ռուբլիով վճարելն ի՞նչ էֆեկտներ կստեղծի տնտեսության մեջ: Գազի դիմաց ռուբլիով վճարելը նշանակում է ռուբլիի ավելի մեծ ներհոսք, դա կլինի՝ դրակա՞ն, թե բացասակա՞ն, նա չգնահատեց, քանի որ դա դուրս է իր լիազորություններից:

Անդրադառնալով հարցին, թե ինչո՞ւ է ՌԴ-ն պատրաստվում ոչ բարեկամ երկրներին գազը ռուբլիով վաճառել՝ Բաղրամյանը տեսակետ հայտնեց՝ ենթադրում է, որ դա ուղղված է նրան, որ ՌԴ-ն ուժեղացնի իր արժույթը, քանի որ տարբեր երկրներ պետք է ռուբլի գնեն, որ գազի դիմաց վճարեն, և դա ուղղակիորեն արժևորելու է ռուբլին:

«Մեր մասով՝ պետք է գնահատենք, թե մեզ համար ո՞ր փոխարժեքով է ավելի ձեռնտու գնել: Այդ հարցին կդժվարանամ պատասխանել, քանի որ դա պետք է նայել ընդհանուր մակրոտնտեսական տեսանկյունից: Կարծում եմ՝ պետք է լինի շահագրգիռ քննարկում՝  ներգրավելով թե էկոնոմիկայի նախարարությանը, թե Կենտրոնական բանկին՝ հասկանալու, թե ռուբլով անցման սխեման մեզ համար ձեռնտո՞ւ է, թե՞ ոչ»,-եզրափակեց Բաղրամյանը:

Ավելի վաղ ՀՀ վարչապետ Մհեր Գրիգորյանն ԱԺ-կառավարություն հարցուպատասխանին ասել էր, որ քննարկվում է ռուսական գազի դիմաց ռուբլով վճարման հնարավորությունը:
