ՀՀ տարածքային կառավարման և ենթակառուցվածքների նախարարը չի հաստատել Գյումրու քաղաքապետարանում համայնքային ծառայողների պաշտոնների անվանացանկը և առարկություններ է ներկայացրել նախատեսվող կառուցվածքային փոփոխությունների վերաբերյալ:

Մինչդեռ որոշ պաշտոններ արդեն իսկ բաժանվել էին: Նախնական համաձայնությամբ, գովազդի բաժնի պետի պաշտոնը մնալու էր Սամվել Բալասանյանի թիմակիցներից Հարություն Թադևոսյանին, իսկ առևտրի և սպասարկման ոլորտի բաժնի պետի պաշտոնն անցնելու էր ՔՊ-ին․ այս կուսակցության կողմից առաջադրվել էր Վահան Ձվակերյանը, որը երկար տարիներ աշխատել է առևտրի ոլորտում, վերջին տարիներին էլ աշխատում էր ՀՀ նախկին վարչապետ Կարեն Կարապետյանին պատկանող ռեստորանում։ Կառուցվածքային փոփոխությունների շուրջ առարկություններ ներկայացրել  է նաև  Շիրակի մարզպետարանը։ Այս կառույցը իր կարծիքն է  ուղարկել է ՀՀ տարածքային կառավարման և ենթակառուցվածքների նախարարություն։ 

Ստացվում է՝ Շիրակի մարզպետ Նազելի Բաղդասարյանը դեմ է եղել որպեսզի իր թիմակից ՔՊ-ականները ավելացնեն զբաղեցրած պաշտոնների թիվը Գյումրիի քաղաքապետարանում: Սակայն հարց է առաջանում, թե ինչու պետք է առաջին հայացքից կարկառուն ՔՊ-ական երևացող Բաղդասարյանը նման քայլի գնար: Ըստ երևույթին՝ մարզպետը չի ցանկանում, որ այդ բաղձալի պաշտոնը զբաղեցնի ոչ յուրային ՔՊ-ականը, քանի որ մամուլը բազմիցս էր անդրադարձել Գյումրիի քաղաքապետարանում Բաղդասարյանի կադրային նախապատվություններին: Ստացվում է, որ ՔՊ-ական մարզպետի համար ավելի կարևոր է իր շահը, քան իր քաղաքական թիմինը, հակառակ դեպքում տարակուսելի է, թե ինչ խնդիր պետք է տեսներ մարզպետարանը՝ ՔՊ-ականի կողմից մեկով ավել պաշտոն զբաղեցնելու մեջ....:
