Լոռու մարզպետ Արամ Խաչատրյանը որոշել է աչք փակել կառավարության որդեգրած առաջնահերթությունների վրա և առանց հանքի միակ մարզը նույնպես սկուտեղով մատուցել հանքատերերին։ Այս անգամ թիրախավորվել է Գոգարան, Շենավան, Սարահարթ բնակավայրերի լեռնային տարածքը, որն ընկնում է Սպիտակի և Ստեփանավանի միջև, այդ տարածքներում ցանկանում են իրականացնել ոսկի-բազմամետաղային օգտակար հանածոների երկրաբանահետախուզական աշխատանքներ։ Ընդ որում, համայնքների բնակիչները անգամ տեղեկացված չեն եղել, որ իրենց քթի տակ մարզպետը որոշել է հանք բացել, առավել ևս տեղեկացված չեն եղել, որ այդ հարցի շուրջ հանրային քննարկումներ են կազմակերպվելու։ Հանրային քննարկման իրազեկումը կազմակերպվել է թերի և օրենքի խախտումով, քանի որ չի նշվել ո՛չ իրականացնող կազմակերպության անունը, ո՛չ փաստաթղթերին ծանոթանալու վայրն ու եղանակը:
 
Իսկ ամենաաբսուրդայինն այս պատմության մեջ այն է, որ կառավարությունն այդ նույն տարածքում արդեն իսկ անտառներ տնկելու պայմանագիր է կնքել մեկ այլ ընկերության հետ։ Դիցուք՝ ՀՀ Տարածքային կառավարման և ենթակառուցվածքների նախարարի տեղակալ Վաչե Տերտերյանի նախաձեռնությամբ տեղի է ունեցել հանդիպում «Մայ Ֆորեսթ Արմենիա» բնապահպանական հասարակական կազմակերպության, «Էյ Թի Փի» բարեգործական հիմնադրամի և ՀՀ շրջակա միջավայրի նախարարության գործընկերների հետ: Հանդիպման նպատակն էր՝ ուղիներ գտնել օժանդակելու Հայաստանում նոր անտառային ծածկույթի ստեղծմանը հենց այն վայրում, որտեղ պատրաստվում են հանք շահագործել:
 
Տպավորթյուն է ստեղծվում, որ Լոռու մարզպետ Արամ Խաչատրյանը ընդհանրապես տեղյակ չէ, թե ինչ որոշումներ են կայացվում կառավարության մակարդակում, իսկ եթե տեղյակ է, ապա, մեղմ ասած, աչք է փակում դրանց վրա՝ առաջ տանելով սեփական օրակարգը: Նրա համար, կարծես թե, միևնույն է, որ կառավարությունը արդեն իսկ որոշել է հատվածում անտառ տնկել, ինչը, ի դեպ,  հենց Նիկոլ Փաշինյանի հռչակած առաջնահերթությունն էր՝ բնապահպանությունը ավելի վեր է, քան հանքաարդյունաբերությունը: Մարզպետը, ինչպես տեսնում ենք, այլ կարծիք ունի: Նման չհամաձայնեցրած գործողությունների արդյունքում երկու ներդրողներից մեկը բնականաբար լքելու է տարածքը և դեռ լավ է, եթե որոշ հանքաարդյունահանող ընկերությունների նման չդիմի արբիտրաժային դատարան: Ամեն դեպքում, ակնհայտ է, որ այս քայլից տուժում է նաև կառավարության հեղինակությունը, քանի որ ստացվում է՝ մարզպետը կարող է իր նախաձեռնությամբ հակադրվել կառավարության  ծրագրերին:
