«Հրապարակ» թերթը գրում է. «Նիկոլ Փաշինյանի ձեւավորած սահմանադրական բարեփոխումների մասնագիտական հանձնաժողովում անհասկանալի գործընթացներ են տեղի ունենում։ Ընդամենը երկու շաբաթ առաջ՝ ապրիլի 11-ին, հայտնի դարձավ, որ Դավիթ Հակոբյանն ընտրվել է հանձնաժողովի նախագահ։ Հակոբյանի մասին ասում են, որ հանձնաժողովի եզակի պրոֆեսիոնալներից է, ավարտել է Սորբոնի համալսարանը, Անգլիայում հավատարմագրված փաստաբան է, միջազգային փորձագետ։

Մինչդեռ նախօրեին Նիկոլ Փաշինյանը որոշում է ստորագրել այս հանձնաժողովի նախագահի պաշտոնը վերացնելու մասին: Հանձնաժողովի աշխատանքը համակարգելու է հանձնաժողովի անդամներից մեկը` ռոտացիոն սկզբունքով` 3 ամիս ժամկետով, նշված է որոշման մեջ։ Տեղեկություններ կան, որ Հակոբյանը չի ցանկացել աշխատել իշխանության խաղի կանոններով, այլ առաջնորդվել է մասնագիտական սկզբունքներով, ինչի պատճառով էլ բարեփոխումների խորհուրդը, որի անդամներն իշխանամերձ իրավաբաններ եւ սորոսականներ են, որոշել է վերացնել սահմանադրական բարեփոխումների մասնագիտական հանձնաժողովի նախագահի պաշտոնը եւ համակարգումը դնել ՀՀ արդարադատության նախարար Կարեն Անդրեասյանի վրա։

Խորհրդի անդամ Դանիել Իոաննիսյանը երեկ մեր լրագրողին ասել է, թե իրականում նախագահի պաշտոնը վերացնելու առաջարկով հանդես է եկել ինքը՝ Հակոբյանը, իսկ խորհուրդը, «իր հիշելով», միաձայն որոշում է ընդունել։ «Եթե չեմ սխալվում, հենց Հակոբյանն է ընտրվելուց հետո նման առաջարկ արել խորհրդին»,- ասել է Իոաննիսյանը: «Հանձնաժողովը տարբեր մասնագետներից է ձեւավորված․ մեկը՝ սահմանադրականի, մեկը քաղաքացիականի մասնագետ է, որպեսզի տարբերություն չդնեն, բոլորը ռոտացիայով նախագահ լինեն»։

Ինչ վերաբերում է սահմանադրական բարեփոխումների նոր հայեցակարգին, ապա Իոաննիսյանն ասել է, որ, իր հաշվարկներով, լավագույն դեպքում այն պատրաստ կլինի տարեվերջին․ «Հիմա կազմակերպչական աշխատանքներ ենք անում, քննարկում ենք, թե ինչ էֆեկտիվ ձեւերով հանրությանը ներգրավենք այդ աշխատանքներին։ Հրայր Թովմասյանի ժամանակներն անցել են, որ գաղտնի հայեցակարգ մշակենք»։

Դիտարկմանը, որ անկախ իրավաբան գիտնականներն անգամ չցանկացան իշխանության այդ կառույցում աշխատել, ինչի պատճառով էլ նախորդ հանձնաժողովը լուծարվեց, հիմա իշխանությունը յուրայիններով է համալրել այն, ո՞վ պետք է առաջարկներ ներկայացնի, պատասխանել է․ «Ներողություն, բայց մենք հիմա ունենք հանձնաժողովում իրավաբան գիտնականներ, ու աշխատում են շատ լավ։ Դուք սխալվում եք, թե մենք այս ամենն անում ենք, որ ձեռք տա իշխանություններին, եթե այդպես լինի, հանրաքվեին կողմ չեն քվեարկի»։
