Արցախի Հանրապետության նախագահ Արայիկ Հարությունյանի գլխավորությամբ մայիսի 12-ին կայացել է Անվտանգության խորհրդի հերթական նիստը:

Արցախի նախագահի աշխատակազմից հայտնում են, որ ի թիվս օրակարգային այլ հարցերի՝ երկրի ղեկավարն անդրադարձել է վերջին շրջանում հասարակական կարգի և ներքին անվտանգության դեմ ուղղված ոտնձգությունների, մասնավորապես՝  անսթափ վիճակում մեքենա վարելու հետևանքով տեղի ունեցող ողբերգական պատահարների և խուլիգանական դրդումներով հանցագործությունների թվի աճին` դրանք համարելով անընդունելի և անթույլատրելի:

«Մենք պետք է քայլեր ձեռնարկենք` միտված ներքին կարգուկանոնի պահպանմանը և այսօր որոշումներ կայացնենք: Եթե ոստիկանության աշխատակցի վրա կրակում են անսթափ վիճակում գտնվող վարորդից կարգ պահպանել պահանջելու պատճառով, նշանակում է` այդ կրակոցն ուղղված է եղել պետության դեմ»,- ասել է Նախագահը:

Արայիկ Հարությունյանի խոսքով՝ եթե արտաքին անվտանգության առումով կան հստակ արտաքին երաշխիքներ ու մեխանիզմներ, ապա ներքին կարգուկանոնի պահպանման պատասխանատվությունն ամբողջությամբ կրում են իշխանությունները: Այդ համատեքստում՝ երկրի ղեկավարն իրավապահ մարմինների պատասխանատուներին հանձնարարել է ծրագիր մշակել և խստացված ռեժիմով ստուգումներ իրականացնել` անհրաժեշտության դեպքում կիրառելով օրենքով նախատեսված պատասխանատվության բոլոր միջոցները:

Նախագահը մեկ անգամ ևս ընդգծել է, որ Արցախում օրենքի առջև արտոնյալներ չպետք է լինեն, իսկ բարձրաստիճան պաշտոնատար անձինք խիստ օրինակելի աշխատանքային ու էթիկական վարք պետք է դրսևորեն:

«Մեր ամենամեծ առավելությունը պետք է լինի երկրի ներքին կարգապահությունը: Եթե խոսում ենք ժողովրդագրության աճի, սոցիալական ու զարգացման ծրագրերի մասին, ապա պետք է հետևողական լինենք նաև օրենքի գերակայության հարցում և ապահովենք բնակչության ներքին անվտանգությունը»,- ասել է նախագահ Հարությունյանը՝ հանձնարարելով համապատասխան մեխանիզմներով ավելի խստացնել դրսևորվող ապօրինի գործողությունների դեմ պայքարը:

Նիստում քննարկվել են նաև տեղահանված բնակչությանը տրվող բնակվարձերի և այլ սոցիալական ծրագրերի վերանայմանն առնչվող հարցեր: Նախագահ Հարությունյանն իր խոսքում ընդգծել է, որ պետք է պետական ծրագրերում հաշվի առնել նրանց կենսական շահերն ու իրական խնդիրները` որոշումները կայացնելով այդ համատեքստում:

Օրակարգի համաձայն՝ հատուկ ուշադրության են արժանացել ներքին և արտաքին մի շարք մարտահրավերների վերաբերող այլ խնդիրներ ևս:
