«Հարգելի՛ հայրենակիցներ,
Դեռևս 2020 թվականի արցախյան երկրորդ պատերազմից հետո պարբերաբար այցելելով մայրաքաղաքի բժշկական կենտրոններ, տարբեր տեսակի վիրավորումներ ստացած զինծառայողների ապաքինման ընթացքին հետևելով՝ ծնվեց մի գաղափար, որի հիմքում դրված էր ազգային միավորման հոգևոր բաղադրիչը։ Նախաձեռնությունը, վստահաբար, ձեռք էր բերելու պետական նշանակություն։
Հստակ գիտակցելով համահայկական այս գաղափարի իրագործման կարևորությունը և դրա վեհ նպատակը՝ այն իրականություն չդառնալու այլընտրանք չուներ։ Հանձնաժողովն անմիջապես նամակագրություն սկսեց Երուսաղեմի Հայոց պատրիարք Նուրհան արքեպիսկոպոս Մանուկյանի հետ՝ հայցելով Պատրիարքության աջակցությունը։
Եվ գրեթե մեկ տարի անց Երուսաղեմի Հայոց պատրիարքության օժանդակությամբ, ՀՀ Ազգային ժողովի և «Զինվորի տուն» վերականգնողական կենտրոնի համատեղ ջանքերով մայիսի 26-ին պատերազմի ընթացքում ծանր վիրավորումներ ստացած զինծառայողների առաջին խումբը կմեկնի Երուսաղեմ։ Տղաները կայցելեն Տերունական սրբավայրեր, կծանոթանան Պատրիարքության պատմությանն ու գործունեությանը, և այս ամենը, վստահաբար, դրական կանդրադառնա նրանց առողջության վերականգման վրա, կամրապնդի նրանց ոգին և կօգնի վերագտնել ապագայի նկատմամբ վստահությունը։
Ինչպես բազմիցս նշել եմ իմ նախորդ ելույթներում, 2020 թվականի պատերազմի ընթացքում ծնվեցին մեր երկրի իրական տերերը՝ փառքով ընկածներն ու նրանց ողջ մնացած ծառայակիցները․ նրանք, ովքեր պարտավորեցրին չմեծամտանալ, վերանայել մեր ազգային արժեհամակարգը, սթափ գնահատել մեր ունեցած հնարավորություններն ու ձևավորել մեր պետության վաղվա օրվա հեռանկարները։
Սույն թվականի մայիսի 23-ին ՀՀ Ազգային ժողովում ընդունեցի մեկնող առաջին խմբի անդամներին։ Տեսնելով նրանց ոգևորությունը, հաստատակամությունն ու ամուր քայլերով առաջ քայլելու պատրաստակամությունը՝ ակնհայտ է, որ յուրաքանչյուրս պարտավոր ենք մեր ներդրումը ունենալ նրանց հասարակական և սոցիալական կյանքում առավելագույնս վերինտերգրելու, հասարակության արտոնյալ անդամ դարձնելու, ինչպես նաև կրթական ու աշխատանքային հնարավորություններ ընձեռելու գործում։
Հաշվի առնելով ծրագրի աննախադեպությունն ու ներառականությունը՝ դրա շարունակականությունն ապահովելու համար միջոցների պակաս, անշուշտ,չի զգացվի»։
