«Ժողովուրդ» օրաթերթը գրում է.

«Վերջին ճգնաժամի հետեւանքով բազմաթիվ կենսաթոշակային ֆոնդեր լուրջ գումարներ կորցրեցին, եւ չկա ոչ մի երաշխիք, որ այդպիսի բան էլ չի կրկնվի: Նման կորուստները փոխհատուցելու բավարար միջոցներ ՀՀ կառավարությունը չունի: Երաշխավորումը բյուջեով փաստարկ է միայն միամիտների համար: Իսկ թե որքան արդյունավետ կկառավարվեն քաղաքացիների կուտակած միջոցները, մեծ հարց է»,- սա ՀՀ 2-րդ նախագահ Ռոբերտ Քոչարյանի՝ 2014-ին տված հարցազրույցից մի հատված է, որտեղ նա, անդրադառնալով այն ժամանակ ՀՀ վարչապետ Տիգրան Սարգսյանի կողմից երեւան բերված, մշակված ու իրագործված կուտակային կենսաթոշակների ծրագրին, ահազանգում էր՝ կուտակայինը կարող է ձախողվել, քաղաքացիների միջոցները՝ կորչել անվերադարձ:

Կուտակային կենսաթոշակների դեմ նաեւ մերօրյա իշխանավորներից շատերն էին պայքարում՝ գետնին նստելով եւ համարելով, որ քաղաքացուն չի կարելի ստիպել վաղվա օրվա համար ավելի շատ գումար կուտակել: Ժամանակների հետ նրանց դիրքորոշումներն էլ փոխվեցին, ու, ի տարբերություն նախագծի կնքահայր Տիգրան Սարգսյանի, Նիկոլ Փաշինյանի կառավարությունը կուտակայինի «պարտադիր» բաղադրիչը տարածեց բոլորի վրա: Այսինքն՝ եթե մինչեւ 2018-ը պարտադիր կուտակայինի համար հավելյալ հարկ միայն պետական համակարգի աշխատողներն էին վճարում, Փաշինյանի իշխանութունն այդ պարտականությունը նաեւ մասնավոր հատվածի վրա դրեց: «Ակնհայտ է, որ համակարգը ռիսկային է ու ծառայում է ֆինանսավարկային համակարգի օլիգարխների շահերին: Կուտակային միջոցներն անընդհատ ֆինանսական շուկայի ռիսկերի տակ են գտնվելու, եւ որեւէ երաշխիք՝ այդ գումարների ապահովության մասով, չկա»,- «Ժողովուրդ» օրաթերթի հետ զրույցում ասում է տնտեսագետ Սուրեն Պարսյանը:

Կուտակային կեսնաթոշակները 2014-ից ի վեր պահ են տրված երկու ոչ հայկական կազմակերպությունների: Դրանք Հայաստան են եկել ՀՀ նախկին վարչապետ Տիգրան Սարգսյանի իրականացրած լոբինգի արդյունքում: Այդ կազմակերպությունների հետ, ըստ Պարսյանի, Կենտրոնական բանկը մի շարք պայմանագրեր ունի կնքած, որոնք, սակայն, մինչ օրս հրապարակված չեն:
