Կարևորելով երիտասարդների մասնակցությունը որոշումների կայացման գործընթացում, ինչպես նաև նրանց լսված լինելու իրավունքը՝ նախաձեռնել եմ Մարդու իրավունքների պաշտպանին առընթեր երիտասարդների և երեխաների հարցերով հասարակական խորհրդի ձևավորման գործընթացը, որի մասին տեղեկատվությունը կհրապարակվի հաջորդիվ: Այս մասին ասվում է ՄԻՊ ուղերձում՝ նվիրված ուղերձը Երիտասարդության միջազգային օրվա առթիվ։

«Երիտասարդությունը մեր պետության ու հասարակության վաղվա ճարտարապետն ու շինարարն է, մեր ինքնության պահապանն ու զարգացման պատասխանատուն։

Այս առումով հատկապես կարևորվում է պետության կողմից երիտասարդների համար կրթական, մշակութային, սոցիալական ու հանրային տարբեր ոլորտներում նոր հնարավորությունների ստեղծմանը միտված ծրագրերի ներդրման անհրաժեշտությունը:

Սկզբունքային է ներառական միջավայրի ձևավորումն ու խթանումը, որտեղ յուրաքանչյուր երիտասարդ հնարավորություն կունենա իր կարողությունները ներդնել անհատի, հասարակության և պետության զարգացման գործում:

Երիտասարդների ուժեղ կամքի, զարգացման ու առաջընթացի բնական ձգտման և աշխատասիրության շնորհիվ են ստեղծվում ու կյանքի կոչվում նորարարական տարբեր ծրագրեր, որոնք ժամանակակից ու մրցունակ պետության բնութագրիչներն են:

Ուստի, խթանելով երիտասարդների մասնակցությունը հանրային կյանքի ամենատարբեր ոլորտներում, որոշումների կայացման գործընթացներում, ինչպես նաև խթանելով նրանց հասարակական և մասնագիտական առաջադիմությունը՝ պետությունը հավատարիմ է մնում իր ստանձնած պարտավորություններին:

Մարդու իրավունքների պաշտպանի աշխատակազմի մշտադիտարկումները և Պաշտպանին հասցեագրված դիմումների ուսումնասիրությունը փաստում է, որ պետական թիրախային աջակցության առավել մեծ անհրաժեշտություն ունեն մարզերում բնակվող երիտասարդները, ովքեր բավարար հնարավորությունների բացակայության պատճառով չեն կարող իրացնել իրենց կարողություններն ու իրավունքները:

Ուստի, համայնքահեն ծառայությունների, համայնքում երիտասարդական տարբեր ծրագրերի իրականացումը՝ կրթականից մինչև զբաղվածության ապահովում, լուսավորչականից մինչև քաղաքացիական կրթություն, պահանջում է պետության կողմից էլ ավելի մեծ ուշադրություն և ներդրում:

Կարևորելով երիտասարդների մասնակցությունը որոշումների կայացման գործընթացում, ինչպես նաև նրանց լսված լինելու իրավունքը՝ նախաձեռնել եմ Մարդու իրավունքների պաշտպանին առընթեր երիտասարդների և երեխաների հարցերով հասարակական խորհրդի ձևավորման գործընթացը, որի մասին տեղեկատվությունը կհրապարակվի հաջորդիվ:

Սիրելի երիտասարդներ, ապագայի մեր պատասխանատու քաղաքացիներ, շնորհավորում եմ երիտասարդության միջազգային օրվա առթիվ, թող երիտասարդական ավյունն ու կրթական անսահման հնարավորությունները դառնան ձեր ու մեր պետության զարգացած ու ապահով գալիքի կայուն երաշխիքը»,- նշված է ուղերձում։
