Հանրապետության նախագահ Վահագն Խաչատուրյանը Հայաստանի պետական տնտեսագիտական համալսարանում այսօր հանդես է եկել «Պետության դերի ժամանակակից ընկալումները» խորագիրը կրող դասախոսությամբ:

«Մեր շրջապատում, մեր տարածաշրջանում, ընդհանրապես աշխարհում տեղի ունեցող իրադարձությունների շրջանակում երևույթներ կան, որոնք մեկնաբանելու կարիք ունեն և այդ մեկնաբանությունների մեջ պետք է լինեն նաև տեսական դատողություններ կամ տեսական մեկնաբանություններ: Այդ առումով ամենակարևոր թեման՝ պետության դերի մասին խոսակցություններն են: Շատ դեպքերում, երբ խոսում ենք մեզ շրջապատող միջավայրի, պետության կամ իշխանության գործողությունների մասին, մոռանում ենք, թե ինչ է նշանակում պետություն»,- ասել է նախագահ Խաչատուրյանը:

Նրա խոսքով՝ այն միջավայրը, որում հիմա ապրում ենք, և այն միջավայրը, որ մենք ունեցել ենք Խորհրդային տարիներին կամ դրանից անմիջապես հետո, լրիվ այլ է:

«Այն պահանջները, որոնք ներկայացվել են պետությանը Խորհրդային տարիներին, 1990-ականներին և հիմա, բոլորովին այլ են»,- ասել է Վահագն Խաչատուրյանը՝ նշելով, որ պետության դերի մասին խոսելը շատ կարևոր դարձավ COVID-19 համավարակի ընթացքում:

Նախագահը ներկայացրել է համավարակի բռնկման արդյունքում առաջացած դժվարությունները, դրանք հաղթահարելու ուղղությամբ աշխարհի տարբեր պետությունների ձեռնարկած քայլերը, Հայաստանի մոտեցումները:

Հանրապետության նախագահը խոսել է նաև պետական ինստիտուտների դերի, տնտեսությունում պետության ներկայության անհրաժեշտության և պետական գործառույթների մասին:

«Համատարած ավելի շատ գերակշռող են այն տեսակետները, որ պետության կարգավորիչ դերը պետք է ավելի մեծացնել: Տնտեսագետներս փորձում ենք ասել, թե ո՞րն է ամենակարևորը: Պետությունն ի՞նչ պետք է անի... Այս հարցը դեռևս քննարկումների տեղիք է տալիս... Ընդհանուր առմամբ, պետությունն, առաջին հերթին, իհարկե, պետք է պաշտպանի սեփականության իրավունքը, լուծի կոնֆլիկտները, կարգավորի իրավական դաշտը: Քաղաքացին պետք է պաշտպանված լինի, բիզնեսը պետք է պաշտպանված լինի: Այս հարցերում, իհարկե, պետությունը դեր ունի: Պետք է տրամադրի այնպիսի բարիքներ, որոնք մասնավոր հատվածը չի կարող տալ: Սա պայմանական է, քանի որ ժամանակի ընթացքում բարիքների տրամադրման գործառույթները ևս փոխվում են:

Հանրապետության նախագահ Վահագն Խաչատուրյանն իր դասախոսության ընթացքում անդրադարձել է նաև տնտեսական առաջընթացի հիմնական տարրերին, պետության դերին, ժամանակակից տնտեսագիտության, ինչպես նաև 2008 թվականի համաշխարհային տնտեսական ճգնաժամի հետևանքներին, պետություն-շուկա հարաբերություններին:
