2022 թ. սեպտեմբերի 13-ին Հայաստանի Հանրապետության ինքնիշխան տարածքի դեմ Ադրբեջանի սանձազերծած չարդարացված եւ չհրահրված ռազմական ագրեսիան հանգեցրել է Հայաստանի արեւելյան սահմանի մերձակայքում բնակվող խաղաղ բնակչության համար լուրջ մարդասիրական հետեւանքների, այս մասին ԵԱՀԿ ԽՎ աշնանային նստաշրջանում հայտարարել է ՀՀ ԱԺ պատվիրակության անդամ Սարգիս Խանդանյանը:

«36 քաղաքների եւ գյուղերի գնդակոծում, 7600 քաղաքացիական անձանց, այդ թվում՝ 1500 երեխաների տեղահանում, հարյուրավոր բնակելի տների, հյուրանոցների, դպրոցների, բժշկական հաստատությունների, լրատվամիջոցների աշխատակիցների թիրախավորում եւ 211 հայերի, այդ թվում՝ քաղաքացիական անձանց սպանություն

Այս ագրեսիայից մի քանի օր անց ադրբեջանական սոցիալական ցանցերում հայտնվեցին սարսափելի տեսանյութեր, որոնք ցուցադրում էին անզեն հայ զինվորների արտադատական մահապատիժները: Զոհված հայ կին զինծառայողների մարմինները խոշտանգվել են, ապա դաժանաբար տեսանկարահանվել ադրբեջանցի զինծառայողների կողմից:

Մի քանի շաբաթ առաջ՝ Լեռնային Ղարաբաղի պատերազմից երկու տարի անց, Ադրբեջանի նախագահը հանդես եկավ ատելությամբ բորբոքված ելույթով, որում փառաբանում էր այդ հանցագործությունները եւ արդարացնում Հայաստանի Հանրապետության ինքնիշխան տարածքի օկուպացիան: Այդ ելույթում Ալիեւը պարծենում է, որ Ադրբեջանի զինված ուժերը տեղակայված են առանցքային ռազմավարական բարձունքներում՝ թվարկելով Հայաստանում իր հնարավոր նոր թիրախների աշխարհագրական տեղանքների անունները: «Հայաստանը պետք է լավ հասկանա, թե դա ինչ է նշանակում... Այս ամենը պետք է դաս լինի Հայաստանի համար»,- ասաց նա:

Այդ վայրերը Հայաստանի քաղաքներն ու գյուղերն են, որտեղ հազարավոր խաղաղ բնակիչներ են ապրում, եւ Ադրբեջանի նախագահն ուղղակիորեն սպառնում է այդ մարդկանց: Իր ելույթում նա նաեւ ուղերձ ուներ միջազգային հանրության համար՝ ասելով. «Եթե մենք ինչ-որ մեկից վախենայինք, մենք երբեք չէինք սկսի ղարաբաղյան երկրորդ պատերազմը»:
