ԴԻԱԼՈԳ կազմակերպությունը հայտարարություն է տարածել․

Արդեն մի քանի օր է, ինչ Ադրբեջանը «բնապահպանական ցույցի» անվան տակ արգելափակել է Լաչինի միջանցքը, դրանով փակելով Լեռնային Ղարաբաղի միակ հաղորդակցության ճանապարհը արտաքին աշխարհի հետ: Իրավիճակը հումանիտար աղետի վերածվելու և տարածաշրջանային ապակայունացման միտում ունի: 

Բաքվի կողմից Լաչինի միջանցքի փակումը և Լեռնային Ղարաբաղի բնակչության տեղաշարժվելուն խոչընդոտելը հանդիսանում է ոչ միայն Հայաստանի, Ադրբեջանի և Ռուսաստանի մասնակցությամբ եռակողմ պայմանավորվածությունների, այլ նաև միջազգային մյուս ձևաչափերում և կազմակերպություններում ունեցած պարտավորությունների խախտում: Միաժամանակ, դա բոլոր միջազգային հումանիտար կոնվենցիաների կոպիտ ոտնահարում է հանդիսանում:

Համարում ենք, որ Ադրբեջանի իշխանությունների նախաձեռնած սողացող ագրեսիան հակամարդկային բնույթ ունի և ուղղված է Լեռնային Ղարաբաղի բնակչությանը իր բուն պատմական տարածքից դուրս մղելուն: Մյուս կողմից, նման քաղաքականությունը նպատակ ունի իրավիճակի ապակայունացման միջոցով արժեզրկել Լեռնային Ղարաբաղում Ռուսական խաղաղապահ զորախմբի գործունեությունը և ընդհանրապես հարցականի տակ դնել Հարավային Կովկասում անվտանգության և կայունության ապահովման համար Ռուսաստանի ջանքերը:

Առկա են բոլոր նշանները համարելու, որ «բնապահպանական ցույցը», որը ուղեկցվում է թուրքական ազգայնական խորհրդանշանով, սպառնացող կարգախոսներով և բազմալեզու պաստառներով, ծառայում է օտար քաղաքական լսարանի: Այսօր աշխարհում տեղի ունեցող իրադարձությունների և աշխարհաքաղաքական մրցակցության համատեքստում դա իր մեջ տարածաշրջանում իրավիճակը ապակայունացնելու լուրջ վտանգ է պարունակում:

Վստահ ենք, որ Լեռնային Ղարաբաղում Ռուսական խաղաղապահ զորախմբի հրամանատարությունը, բախվելով ծրագրված սողացող ագրեսիայի հետ, չտրվելով տարբեր բնույթի սադրանքների, ի վիճակի է առաջիկայում վերականգնելու և ապահովելու Լաչինի միջանցքի անխափան գործունեությունը:

Ներկա իրավիճակում զորակցություն ենք հայտնում Լեռնային Ղարաբաղի բնակչությանը և աջակցություն հայտնում նրանց գործողություններին: Համոզված ենք, որ նրանք արժանապատվորեն կհաղթահարեն հերթական մարտահրավերը և դրանից դուրս կգան առավել կազմակերպված և համախմբված` սեփական հողում ապրելու օրինական իրավունքի հետապնդման համար:
