ՌԴ խաղաղապահները պետք է ունենան նաև խաղաղությունը պարտադրելու լիազորություն. Դավիթ Բաբայան

Արցախի արտաքին գործերի նախարարի պաշտոնակատար Դավիթ Բաբայանը կարևորում է ԼՂ-ում տեղակայված ՌԴ  խաղաղապահներին միջազգային մանդատ տալն այնպես, որ նրանք խաղաղապահ առաքելության հետ մեկտեղ ունենան նաև խաղաղությունը պարտադրելու լիազորություն:  Բաբայանը նման տեսակետ հայտնեց ՀՀ ազգային ժողովում լրագրողների հետ ճեպազրույցում:

«Եթե չլիներ ՌԴ խաղաղապահ առաքելությունը, Արցախը վաղուց կործանվել էր: Մյուս կողմից մենք տեսնում ենք, որ խաղաղապահ առաքելության ներուժը, որն ուղիղ ածանցյալ է մանդատից, պետք է ուժեղանա»,-ընդգծեց Բաբայանը:

Նա հավելեց, որ իրենք այդ տեսակետից ունեն առաջարկներ, որոնք հնչեցրել են տարբեր ատյաններում. նախևառաջ ՌԴ խաղաղապահների թվաքանակը պետք է ավելանա: Ըստ Բաբայանի՝ 1980 հոգին ի վիճակի չէ լիարժեքորեն այդ գործառույթն իրականացնել:

«Շուշիի հատվածում տեղակայված են ընդամենը մի քանի խաղաղապահ: Հետևաբար նախևառաջ պետք է ավելանա թվաքանակը: Երկրորդը՝ նրանք պետք է ստանան միջազգային մանդատ: Սա կնշանակի, որ նրանք պետք է խաղաղապահ առաքելության հետ մեկտեղ ունենան նաև խաղաղությունը պարտադրելու լիազորություն՝ ինչպես եղել է Կոսովոյում, Բոսնիայում: Այնտեղ խաղաղապահը կանգնած է, եթե ինչ-որ խումբ մարդիկ մոտենում են, նրանց զգուշացնում են չմոտենալ, եթե շարունակում են, կարող են նաև ուժ կիրառել»,-ասաց Բաբայանը:

ԱԳ նախարարի պաշտոնակատարը նկատեց, որ ՌԴ խաղաղապահներն այդ լիազորությունը չունեն, դրա համար պետք է լինի միջազգային մանդատ:

Բաբայանը շեշտեց՝ Արցախի ճակատագիրը նաև քաղաքակիրթ աշխարհի ճակատագիրն է: «Ժողովրդավար հանրությունը չի կարող հանդուրժել չճանաչված ժողովրդավարական երկրի ոչնչացումը տոտալիտար երկրի կողմից: Հետևաբար` բոլորը պետք է մի կողմ դնեն իրենց աշխարհաքաղաքական նախասիրությունները և այնպես անեն, որ ցեղասպանություն չլինի: Իսկ դա հնարավոր է միայն այդ մանդատի փոփոխությամբ»,-ասաց նա:
