«Ժողովուրդ» օրաթերթը գրում է. Բրյուսովի անվան լեզվաբանական համալսարանի հոգաբարձուների խորհուրդն ուղիղ մեկ ամիս է, ինչ լուծարվել է: Նախորդ տարվա դեկտեմբերի 30-ին, հիշեցնենք, համալսարանն այն ժամանակ կրթության, գիտության, մշակույթի ու սպորտի նորանշանակ նախարար Ժաննա Անդրեասյանի մակագրությամբ՝ բուհի հոգաբարձուների խորհրդի լիազորությունները դադարեցված լինելու մասին գրություն էր ստացել:

Խորհրդի լիազորությունները դարդարեցված համարվելուց ուղիղ մեկ ամիս անց՝ այսօր, Բրյուսովի կառավարման հարցն օդում կախված է մնում: Բանն այն է, որ, ըստ «Հիմնադրամների մասին» օրենքի, ԿԳՄՍ նախարարությունը մանեւրելու ու օրենքը տարբեր կերպով մեկնաբանելու հնարավորություն ունի: Օրենքի 23-րդ հոդվածի 3-րդ մասի համաձայն՝ «հոգաբարձուների խորհրդի անդամի լիազորությունը դադարելու դեպքում նրա փոխարեն նոր անդամ նշանակվում է նախկին անդամի նշանակման կարգով ոչ ուշ, քան հոգաբարձուների խորհրդի անդամի թափուր տեղ առաջանալու մասին կառավարչի ծանուցումը ստանալու օրվանից հետո` 30 օրվա ընթացքում»:

Նույն հոդվածի 7-րդ մասի համաձայն՝ «հոգաբարձուների խորհրդի բոլոր անդամների լիազորությունների դադարման դեպքում երկամսյա ժամկետում հոգաբարձուների խորհրդի անդամների կեսից ավելին չի նշանակվում, ապա Հայաստանի Հանրապետության արդարադատության նախարարը երկամսյա ժամկետում նշանակում է 3 անդամից կազմված ժամանակավոր խորհուրդ»: Ստացվում է՝ նախարարությունը, հղում անելով հոդվածի 7-րդ կետին, Բրյուսովի հոգաբարձուների խորհրդի ձեւավորման հարցը կարող է եւս մեկ ամիս ձգձել: Նշենք, սակայն, որ դեռեւս այս տարվա հունվարի 12-ին ԿԳՄՍ նախարար Ժաննա Անդրեասյանը հայտարարել էր, որ նախարարության խնդիրն այս պահին բուհի խորհուրդը կազմավորելն է:

Այս մասով մեկ ամսվա ընթացքում ի՞նչ գործողություն է արել ԿԳՄՍՆ-ն. «Ժողովուրդ» օրաթերթի այս հարցին նախարարության հասարակայնության հետ կապերի ու լրատվության վարչությունից տեղեկացրին. «ԿԳՄՍՆ-ն, օրենքով սահմանված կարգով, քայլեր է ձեռնարկում համալսարանի բնականոն գործունեության ապահովման համար: Այս մասով առաջիկայում հայտարարություն կլինի»:

Հաշվի առնելով, սակայն, խիստ «ժողովրդավար» իշխանությունների՝ բուհերի ինքնավարությունը մեղմ ասած հարվածի տակ դնելու ձեռագիրը, ապա պետք չէ բացառել, որ չնայած համալսարանում տեղի ունեցած ընտրություններին ու օրենքի տառին համապատասխան ռեկտոր ընտրելու հանգամանքին, այնուամենայնիվ, իշխանությունները Բրյուսովի համալսարանում նույնպես իրենց «սրտի ռեկտորին» են ուզում տեսնել:
