Մարդու իրավունքների պաշտպանի աշխատակազմի Կանխարգելման ազգային մեխանիզմի գործառույթներն իրականացնող ստորաբաժանման ներկայացուցիչները չհայտարարված այց են իրականացրել «Վարդաշեն» քրեակատարողական հիմնարկ։

ՄԻՊ-ից հայտնում են, որ տեղի են ունեցել առանձնազրույցներ ազատությունից զրկված անձանց, այդ թվում՝ օտարերկրացիների հետ։ Ուսումնասիրվել են նրանց իրավունքների ապահովման վիճակը, անհրաժեշտ փաստաթղթերը և պահման պայմանները:

Պաշտպանի ներկայացուցիչների կողմից ավելի վաղ իրականացրած չհայտարարված այցից հետո քրեակատարողական հիմնարկի որոշ խցեր բարեկարգվել են և հարմարեցվել հաշմանդամություն ունեցող անձանց կարիքներին։ Ավելին, ՔԿՀ մուտքի մոտ կառուցվում է նոր սպասասրահ՝ նախատեսված եղանակային ցանկացած պայմաններում տեսակցության գործընթացի անարգել իրականացումն ապահովելու համար:

Միևնույն ժամանակ, ազատությունից զրկված անձինք բարձրացրել են քրեակատարողական հիմնարկի վերանորոգման խիստ անհրաժեշտության, զբոսաբակերում մարմնամարզության սարքերի և սպորտային պարագաների սակավության կամ բացակայության, հաշմանդամություն ունեցող անձանց կարիքներին հարմարեցված միջավայր ունենալու անհրաժեշտության հետ կապված մի շարք հարցեր։

Բողոքներ են եղել նաև խմելու ջրի մատակարարման և պարբերաբար անջատումների առնչությամբ:

Այցի ընթացքում արձանագրվել են նաև ազատությունից զրկված անձանց ցուցված դեղորայքը չտրամադրելու դեպքեր։

Օտարերկրյա քաղաքացիների բողոքները վերաբերել են հիմնականում ՔԿՀ-ներում հաղորդակցման դժվարություններին և իրավասու մարմնի կողմից տրամադրման ենթակա դատական ակտերի թարգմանությունների բացակայությանը:

Արձանագրված խնդիրները քննարկվել են քրեակատարողական հիմնարկի վարչակազմի հետ։

Ամփոփված վերլուծական տեղեկանքը՝ արձանագրված խնդիրներով և դրանց լուծման առաջարկներով, կներկայացվի իրավասու մարմիններին։
