«Ժողովուրդ» օրաթերթը գրում է. «Դեկտեմբերի 6-ին Գյումրու ավագանու «Քաղաքացիական պայմանագիր» խմբակցությունը հայտարարել էր «Բալասանյան դաշինք»-ի հետ համագործակցության հուշագիրը խզելու մասին: ՔՊ-ն պարզաբանել է, թե խախտվել են համագործակցության գրեթե բոլոր սկզբունքները, որ «Բալասանյան դաշինք»-ը ստվերային կառավարում է իրականացնում Գյումրիում եւ կառավարվում է դրսի ուժերի կողմից:

«Ժողովուրդ» օրաթերթին նոր մանրամասներ են հայտնի դարձել ՔՊ-ի եւ «Բալասանյան դաշինք»-ի «ապահարզանի» գործընթացից: Բանն այն է, որ Նիկոլ Փաշինյանը մտադրված է հնարավորինս շուտ ազատվել բոլոր այն համայնքապետերից, որոնք ՔՊ-ական չեն, հանդես են գալիս ընդդիմադիր դիրքերից կամ չեզոք են պահում իրենց:

Ինչպես մեր աղբյուրներն են փոխանցում, ժամանակին ՔՊ-ի եւ «Բալասանյան դաշինք»-ի միջեւ համագործակցության հուշագիր կնքելու եւ համատեղ իշխանություն ձեւավորելու գործընթացի «կնքահայրը» եղել է ՊՎԾ ղեկավար Ռոմանոս Պետրոսյանը. նա է բանակցությունները վարել ու պայմանավորվածություն ձեռք բերել, որ դաշինքը կայանա:

Հիմա Նիկոլ Փաշինյանը Ռոմանոս Պետրոսյանին ասել է, որ իրեն չի հետաքրքրում, թե վերջինս ինչ պայմանավորվածություններ է ձեռք բերել, ում ինչ է խոստացել, ինքը քաղաքական որոշում ունի, որ տեղական ինքնակառավարման մարմիններում չպետք է լինի մարդ, որը ՔՊ անդամ չէ, այսպես ասած՝ իրենց մարդը չէ. եթե կուսակցության տեսակետը չի կիսում, ապա պետք է շուտ ազատվել նրանից:

Այսպիսով, ՔՊ-ն մտադիր է առաջիկայում ազատվել բոլոր ընդդիմադիր համայնքապետերից. Կապան, Գորիս եւ մյուս համայնքներում պետք է ՔՊ-ի «սրտի ղեկավարներ» նշանակվեն: Մեր տեղեկություններով՝ այս ընթացքում ՔՊ-ն «Բալասանյան դաշինք»-ի անդամ ավագանիների վրա ճնշումներ է գործադրում, որպեսզի ավագանիները գնան եւ ընտրեն այն թեկնածուին, ում ՔՊ-ն կասի:

Փաշինյանը նպատակ ունի իր տիկնոջ՝ Աննա Հակոբյանի մորաքրոջ թոռանը՝ Վահագն Մկրտչյանին դարձնել Գյումրու համայնքապետ: Իրավիճակի վերաբերյալ փորձեցինք մեկնաբանություն ստանալ նաեւ Ռոմանոս Պետրոսյանից, սակայն վերջինս մեր զանգերին չպատասխանեց»:
