Փարաքար համայնքի ավագանին «մոռացել է» ընդունել 2024 թ. բյուջեն․ «Փաստ»

«Փաստ» օրաթերթը գրում է.

Դեռևս նոյեմբերին մենք տեղեկացրել էինք, որ Փարաքար համայնքի կառավարումը գրեթե բարձիթողի վիճակում է, մոտ 9 ամիս է՝ համայնքի ավագանին չի կարողանում անցկացնել օրենքով նախատեսված հերթական նիստերը՝ դրանից բխող բոլոր հետևանքներով։ Բանն այն է, որ Փարաքար համայնքում 2021 թ. տեղի ունեցած ընտրություններում հաղթել էր «Ապրելու երկիր» կուսակցությունը, սակայն քպական իշխանությունը, «ավանդույթի» համաձայն, այս համայնքում ևս ամեն գնով իշխանազավթում իրականացրեց:

Հիմա Փարաքարում իշխանությունը ձևավորել են ՔՊ-ն և «Դավիթ Մինասյան» դաշինքը։ Տեղեկացրել էինք նաև, որ արդեն երկու տարի է՝ «Ապրելու երկիր» կուսակցությունը դատական գործընթացների մեջ է: Մեր տեղեկություններով, վիճակը գրեթե անփոփոխ է, «Ապրելու երկիրը» բոյկոտում է ավագանու նիստերը, դրանք գրեթե տեղի չեն ունենում՝ քվորումի բացակայության պատճառով, իսկ եթե հազվադեպ տեղի էլ ունենում են, որևէ կարևոր հարցի հետ կապված որոշում ընդունել չի հաջողվում:

Սակայն, մեր աղբյուրների փոխանցմամբ, Փարաքարում ոչ պակաս ուշագրավ մեկ այլ վիճակ է ստեղծվել: Բանն այն է, որ նախորդ տարեվերջ ին տեղի ունեցած վերոնշյալ նույնիսկ հազվադեպ նիստերում այդպես էլ չի քննարկվել համայնքի բյուջեն, քանի որ, մեր տեղեկություններով, համայնքի աշխատակազմը մինչև հիմա չի կարողանում կազմել բյուջեն։
