Շատ կարևոր է Հայաստանի և Ադրբեջանի կողմից որոշում կայացնելը, թե որ քարտեզներով են առաջնորդվում սահմանազատման գործընթացի համար:

Լրագրողների հետ զրույցում այս մասին ասաց Ազգային ժողովի «Քաղաքացիական պայմանագիր» խմբակցության պատգամավոր Արսեն Թորոսյանը: 

Թորոսյանը նախ կարևորեց սահմանազատման գործընթացը սկսելը: Նրա կարծիքով՝ Հայաստանի շահերից է բխում այն սկսելը:

«Ի վերջո, ո՞ր քարտեզներով ենք անելու սահմանազատումը. մեզ համար դա շատ կարևոր և սկզբունքային հանգամանք է: Եվ բանակցությունների ընթացքում բազմիցս հայտարարվել է, որ շատ կարևոր է երկկողմանի որոշում կայացնել, թե որ քարտեզներով ենք առաջնորդվում: Եվ այդ որոշումը տրամաբանորեն պետք է նշանակի, որ, եթե մի հատվածում իրականացնում ենք սահմանազատում,օրինակ, 1974 թվականի քարտեզով, նշանակում է, որ մյուս հատվածներում էլ պետք է իրականացվի այդ քարտեզով»,-ասաց Թորոսյանը:

Նա շեշտեց՝ ԽՍՀՄ նախկին հանրապետությունները, միանալով Ալմաթիի հռչակագրին, ճանաչել են իրենց սովետական վարչական տարածքները որպես պետական սահմաններ, և դրա հիման վրա պետք է կատարվի սահմանագծումն ու սահմանազատումը: Դա չի նշանակում նոր սահմանի ստեղծում, դա փաստացի եղած սահմանի իրավական ամրագրումը պետք է լինի:

«Որևէ վարչական բնակավայր, որևէ տարածք, որ Սովետական Հայաստանի սահմաններում է եղել, մենք որևէ կերպ չենք պատրաստվում որևէ երկրի տալ: Իսկ եթե սահմանը գծման կամ իրավական ամրագրման ընթացքում կանցնի որևէ տարածքով, որն այս պահին այս կամ այն կողմի տիրապետության տակ է, պետք է փոխադարձաբար երկու կողմերի միջև պայմանավորվածությամբ վերադարձվի այս կամ այն կողմին»,-ասաց պատգամավորը:

Թորոսյանը շատ կարևորեց, որ ի սկզբանե պայմանավորվածություններ ձեռք բերվեն, թե որ քարտեզներով են կողմերն առաջնորդվում: Նա նման պայմանավորվածություն ձեռք բերելու հնարավորություն տեսնում է: «Ցավոք սրտի, մինչև օրս այդ պայմանավորվածությունը ձեռք չի բերվել՝ հիմնականում Ադրբեջանի ապակառուցողական դիրքորոշման պատճառով: Նրանք խուսափել են քարտեզների վերաբերյալ խոսակցությանը վերջնական պատասխան տալուց: Եվ, եթե այս գործընթացը թույլ կտա մեզ պայմանավորվել քարտեզների մասին, որոնք ապագայում պետք է դառնան հայ-ադրբեջանական սահմանի սահմանազատման ու սահմանագծման հիմքը, դա մեզ համար կարևոր է, մեր շահերից է բխում»,-նշեց նա:
