«Փաստ» օրաթերթը գրում է. «Արցախի անվտանգության խորհրդի քարտուղարի պաշտոնում Վիտալի Բալասանյանի նշանակումը հետաքրքիր զարգացումների է հանգեցրել։ Նախ՝ «Փաստ» թերթի տեղեկություններով, Բալասանյանը հայտարարել է, որ անիմաստ է համարում Արցախի նման փոքր երկրում ԱԽ քարտուղարի ահռելի աշխատակազմ պահելը, երկրորդ՝ վտանգավոր է համարում ծանոթ-խնամի սկզբունքով աշխատանքային թիմի ձեւավորումը։

Մեր տեղեկություններով, Բալասանյանը առաջիկայում հաստիքների կրճատումներ է կատարելու, իսկ աշխատակազմում պահելու է միայն պրոֆեսիոնալներին, այլ ոչ թե կուսակցական ֆունկցիոներներին։

Այս գործելաոճն անհանգստացրել է Բալասանյանի հետ առանց այդ էլ վատ հարաբերություններ ունեցող ԱԽ նախկին քարտուղար Սամվել Բաբայանին, որն իր քաղաքական թիմին աշխատանքով ապահովելու նպատակով 5-6 տասնյակի հասնող աշխատակազմ էր ձեւավորել, այնինչ նախկինում ԱԽ քարտուղարին 3-4 աշխատակից էր օգնում։

Սամվել Բաբայանին նաեւ զայրացրել է այն հանգամանքը, որ Բալասանյանին մեծ լծակներ են տրվել, եւ նա համարում է, որ դա արվել է իր հաշվին՝ նաեւ իր ազդեցությունը նվազեցնելու նպատակով։

Ի դեպ, Վիտալի Բալասանյանը ԱԽ քարտուղարի պաշտոնը ստանձնելով եւ ստանալով մեծ դերակատարություն՝ ունեցել է կարեւոր նախապայման՝ ցանկացած պահի ՀՀ իշխանությունների հասցեին ասել այն, ինչ համարում է ճիշտ։ Ստեղծված իրավիճակում Արայիկ Հարությունյանն այլ ելք չի ունեցել, քան ընդունել այդ նախապայմանը»:
