Առողջապահության նախարար Անահիտ Ավանեսյանը ջանք ու եռանդ չի խնայում իր ռեֆորմները հանրությանը իբրև անչափ օրակարգային և աննախադեպ հրամցնելու համար: Վերջերս էլ նախարարը հպարտության նոր առիթ է գտել. դա իր անխոնջ պայքարն է սնդիկի և աղի դեմ, որը, սակայն, հանրության մեծ մասի մոտ տրամաբանական հարց է առաջացնում՝ արդյո՞ք Ավանեսյանը և իրենք ապրում են նույն իրականության մեջ, քանի որ Հայաստանի հասարակության իրականության մեջ կան շատ ավելի լուրջ և օր առաջ լուծում պահանջող հարցեր, քան սնդիկն ու աղն է:

Գերմանիայում առողջապահության ոլորտում իրականացված բարեփոխումների արդյունքում ձևավորվել է հիմնադրամ, որից էլ ֆինանսավորվելու են առողջապահության ապահովագրման կասսաները: Բացի այդ, ռեֆորմների արդյունքում քառակի անգամ ավելացել է ոլորտի պետական ֆինանսավորումը: Գյուղական բնակավայրերում ցուցաբերվող անհետաձգելի բուժօգնության որակի կտրուկ բարելավում է տեղի ունեցել: 5 տոկոսով ավելացել են սոցիալական նպաստները` կապված տնային պայմաններում իրականացվող խնամքի հետ:

Ֆրանսիայում իրականացված բարեփոխումները հիմնականում ուղղված են եղել ստացիոնար պայմաններում բուժօգնություն ստացող քաղաքացիների համար պայմանների բարելավմանը: Բացի այդ, կտրուկ աճել է թվային տեխնոլոգիաների դերն աոռողջապահության ոլորտում աշխատանքների իրականացման մեջ: Պետությունը վարձել է 400 ընտանեկան բժիշկ երկրի հեռավոր հատվածներում նրանց բացը լրացնելու և հասարակության սոցիալական բեռը նվազեցնելու համար:

Իսկ ի՞նչ է անում այս ընթացքում մեր նախարարը, ճիշտ է՝ անհաշտ պայքար է մղում սնդիկի և աղի դեմ, այլ կերպ ասած՝ աշխատանքի և ռեֆորմների իմիտիացիա է անում: Պարզապես, չգիտես ինչու, հանրությունը դեռևս որևէ կերպ իր կյանքում և իր առողջության վրա չի զգում Ավանեսյանի աննախադեպ և անհետաձգելի ռեֆորմների դրական ազդեցությունը: Բացասականները զգում է, այն էլ՝ չափից դուրս շատ: Իսկ սա նշանակում է, որ նախարարը թերևս ավելի լավ ուսումնասիրի իր արտասահմանցի կոլլեգաների կողմից իրականացված ռեֆորմները, գոնե դրանց մասին տարրական տեղեկություններ ստանալու համար: Քանի որ արդյունավետ ռեֆորմը դա բնավ էլ պետպատվերը վերացնելը, բուժծառայությունների գները բարձրացնելը կամ մարզային ԲԿ-ը փակելը չէ:
