ԵԱՀԿ ԽՎ աշնանային նստաշրջանի նոյեմբերի 19-ի նիստում քննարկվել են հակամարտությունների գոտիներում մարդկանց, փոքրամասնությունների իրավունքների պաշտպանության հարցերը: Այս համատեքստում ելույթ է ունեցել ԵԱՀԿ ԽՎ-ում ՀՀ ԱԺ պատվիրակության անդամ Արթուր Հովհաննիսյանը:

«Տիկնայք և պարոնայք, ողջունում եմ բոլորիդ Երևանում: Երբ ամիսներ առաջ Վանկուվերում որոշվում էր, որ հաջորդ վեհաժողովն անցկացվելու է Հայաստանում, չէինք էլ կարող պատկերացնել, որ մենք կքննարկենք հակամարտություներից տուժած մարդկանց իրավունքների պաշտպանության հարցը մի երկրում, որտեղ արդեն 2 ամիս է՝ ապրում է Լեռնային Ղարաբաղից բռնի տեղահանված շուրջ 120 հազար հայ: Նախորդ նստաշրջանին մենք ահազանգում էինք Ադրբեջանի կողմից Լեռնային Ղարաբաղում էթնիկ զտման իրական վտանգի մասին: Իհարկե, հնչեցին հայտարարություններ, ընդունվեցին բանաձևեր, կայացվեցին միջազգային դատարանի կողմից մի քանի որոշումներ, սակայն փաստ է, որ հենց հիմա, եթե դուք շրջեք Հայաստանով, կհանդիպեք այն նույն մարդկանց, որոնք ըստ բանաձևերի, ըստ հայտարարությունների և անգամ միջազգային դատարանի որոշումների՝ պետք է ապրեին իրենց հայրենիքում և ոչ թե դառնային փախստականներ:

Հարգելի՛ գործընկերներ, սա ոչ թե դժգոհություն է միջազգային հանրությունից էթնիկ զտումը չկանխելու համար, այլ՝ արձանագրում, որ գոյություն ունեցող գորիքակազմերն արդյունավետ չեն՝ կանխելու էթնիկ զտումները և պաշտպանելու մարդկանց ավտորիտար ռեժիմներից: Այս ամենը մեզ պետք է խոր մտածելու առիթ տա նոր գործիքակազմեր և մոտեցումներ ունենալու համար, որպեսզի մենք կարողանանք ոչ միայն տեքստերով սաստել, այլ՝ գործողություններով կանխել: Մարդու իրավունքերի պաշտպանության համար լավագույն միջոցը ժողովրդավարությունն է, լավագույն միջավայրը` խաղաղությունը: Եվ մենք պետք է միասին քարոզենք ժողովրդավարություն և կառուցենք խաղաղություն: Հայաստանի Հանրապետությունը հատկապես տարածաշրջանի երկրներին առաջարկում է խոսքից անցնել գործի և ներկայացնում է հստակ ծրագիր «Խաղաղության խաչմերուկ» վերնագրի ներքո, որը խաղաղություն կառուցելու մասին է, ինչը բխում է ոչ միայն տարածաշրջանի, այլ՝ բոլոր երկրների շահերից: Եվ ես հույս ունեմ, որ քաղաքակիրթ աշխարհը կկանգնի ժողովրդավարության և խաղաղության կողքին»,- նշել է պատգամավորը:
