Հայաստանի ԶԼՄ-ների էթիկայի Դիտորդ մարմինը եզրակացություն է հրապարակել իրավապաշտպան Զարուհի Հովհաննիսյանի ներկայացրած բողոքի կապակցութամբ։

Ըստ բողոքի՝ 2024թ․ մայիսի 2-ին Հանրային հեռուստաընկերության Առաջին ալիքի «Լուրերի» թողարկման ժամանակ հեռարձակված «Վարչապետի տիկին Աննա Հակոբյանի անակնկալը Գյումրիի «Երեխաների տուն» մանկատան սաներին» վերնագրով ռեպորտաժը ոչ զգայուն է երեխաների իրավունքների նկատմամբ, չի բխում երեխայի լավագույն շահից: Նյութը պատմում է վարչապետի տիկին Աննա Հակոբյանի նախաձեռնությամբ Գյումրիի «Երեխաների տուն» մանկատան հատուկ խնամքի տակ գտնվող սաների՝ Երեւանի կենդանաբանական այգի այցելության մասին։ Ըստ բողոքի՝ «նյութն ուղղված է վարչապետի տիկնոջ գովերգմանը՝ խոցելի խմբի երեխաներին ցույց տալու միջոցով»։

Մանրազնին ուսումնասիրելով բողոքը, դրանում մեջբերված տեսանյութը, կապ հաստատելով Առաջին ալիքի տնօրինության հետ, ուսումնասիրելով ազգային եւ միջազգային օրենսդրությունն ու էթիկական նորմերը, Դիտորդ մարմինը եզրակացություն է հրապարակել, որով մասնավորապես արձանագրվել է, որ ռեպորտաժը պատրաստելիս լրագրողը/լրատվամիջոցը ստացել է երեխաների խնամակալի, տվալ դեպքում՝ մանկատան ղեկավարի համաձայնությունը, ինչը օրենքի պահանջ է։

Տեսանյութում երեխաների առողջական վիճակը եւ առանձնահատկությունները ցույց տալը կարող էր արվել ներառականության սկզբունքին համապատասխան։

Այդուհանդերձ, թեեւ «Լուրերի» ռեպորտաժում պատմվում է երեխաների դրական զգացմունքների, իրականացված ցանկությունների մասին, սակայն առկա են նաեւ երեխաների անօգնականությունն ու խոցելիությունը ի ցույց դնող կադրեր, ինչը համահունչ չէ երեխայի լավագույն շահի պաշտպանության սկզբունքին։  

Ինչ վերաբերում է նյութում վարչապետի տիկին Աննա Հակոբյանի չափազանց ներկայության խնդրին, ապա ԴՄ-ն հորդորում է՝ հանրային գործիչների մասնակցությամբ բարեգործական կամ սոցիալական ակցիաները լուսաբանել այնպես, որ հանրային գործչի ներկայությունը չգերադասվի եւ այդպիսով չխամրեցվի ակցիայի բուն սոցիալական նշանակությունը։ Այլապես, ողջամիտ տպավորություն է ստեղծվում, որ լրագրողական նյութը ոչ թե երեխաների մասին է, այլ հանրային գործչի գործունեության գովերգման։

Դիտորդ մարմինը հորդորում է լրատվամիջոցներին՝ խոցելի վիճակում գտնվող երեխաների մասին նյութեր պատրաստելիս հնարավորինս խորհրդակցել ՄԻՊ գրասենյակի եւ երեխաների իրավունքների պաշտպանությամբ զբաղվող կազմակերպությունների հետ եւ հետեւել համապատախան ուղեցույցներին։
