Մոտ մեկ ամիս է՝ ժամանակ առ ժամանակ մամուլում և սոցիալական ցանցերում տեղեկություններ են շրջանառվում, որ պաշտպանական դիրքերում ծառայություն իրականացնող աշխարհազորայինների աշխատավարձը կրճատվել է, մասնավորապես, ամսական ստանում էին 180.000 դրամ, հիմա այն 60.000 դրամով կրճատել են։ Փորձեցինք պարզել՝ ինչի մասին է խոսքն իրականում:

«Պաշտպանության մասին» ՀՀ օրենքի 13-րդ կետում, մասնավորապես, նշվում է.

«… Աշխարհազորայինները պատրաստության և կիրառման ընթացքում ապահովվում են անվճար սննդով` զինծառայողների համար սահմանված կարգով, ինչպես նաև այդ ժամանակահատվածում նրանց հաշվարկվում է դրամական ապահովություն` ըստ նշանակված զինվորական պաշտոնների պայմանագրային զինծառայողների համար օրենքով սահմանված չափով»:

Մեր տեղեկություններով՝ աշխարհազորի աշխատավարձը հաշվարկվում է ըստ կիրառման, ինչը, ըստ էության, պայմանավորված է ՀՀ ԶՈւ մարտական պատրաստականության աստիճանով:

Այսինքն, եթե տվյալ պահին զինված ուժերը բերված են մարտական պատրաստականության բարձր աստիճանի, աշխարհազորն ավելի շատ և երկար է կիրառվում, ուստի աշխատավարձի չափն ավելի շատ է ստացվում, և հակառակը, բնականաբար, այստեղ հաշվի է առնվում նաև պաշտոնը:

Հավելենք, որ այս տարվա փետրվարին ՀՀ պաշտպանության նախարարությունը շրջանառության մեջ էր դրել «Պաշտպանության մասին» ՀՀ օրենքում և մի շարք այլ օրենքներում փոփոխություններ և լրացումներ կատարելու վերաբերյալ օրենսդրական փաթեթ, որով նախատեսվում էր Տարածքային պաշտպանության համակարգի ներդրում, սահմանում տարածքային պաշտպանության նպատակներն ու խնդիրները, ներգրավված ուժերը, տարածքային պաշտպանության զորքերի և տեղական պաշտպանության ուժերի ստեղծման, ղեկավարման, տեղական պաշտպանության ուժերում ընդգրկված անձանց պատրաստության և կիրառման հետ կապված հարաբերությունները:

Հիմնավորման մեջ նշվում էր, որ «Հայաստանի Հանրապետության տարածքի ռազմավարական խորության բացակայությունը, անվտանգային միջավայրի վերլուծությունը ցույց է տալիս, որ անհրաժեշտ է ունենալ տարածքային սկզբունքով ձևավորվող զինվորական ստորաբաժանումներ և աշխարհազորի սկզբունքով ձևավորված տեղական պաշտպանության ուժեր, որոնք ըստ կոնկրետ ուղղությունների սպառնալիքների դեպքում ունակ կլինեն աջակցելու ՀՀ զինված ուժերին և առաջնային դիմակայելու այդ սպառնալիքներին, ինչպես նաև դրանց ձևավորումը կդրվի բացառապես պաշտպանության համակարգի վրա»:
