«Փաշինյանի «ինքնիշխանության» թշվառությունը 

Քիչ առաջ «Ազատություն» TV-ով մի տեպորտաժ էի դիտում և անընդհատ ինձ թվում էր՝ ինչ-որ բան սխալ եմ հասկանում, որովհետև այն, ինչ լսում էի, դժվար է պատկերացնել մի երկրում, որը երեք տասնամյակից ավելի պետականության պատմություն ունի:

Ազգային անվտանգության ծառայության գործառույթներն այլ կառույցի փոխանցելու հերթական նախաձեռնությունն է քննարկվում. ծանր հանցագործություններ բացահայտելու լիազորությունները ԱԱԾ-ից Քննչական կոմիտեին փոխանցելուց հետո, հիմա էլ Արտաքին հետախուզական ծառայությունն (ԱՀԾ) է առաջարկում մինչ այդ բացառապես ԱԱԾ-ին վերապահված մի շարք հարցեր լուծել՝ առանց այդ կառույցի վերահսկողության։

Երկու տարի առաջ ստեղծված Արտաքին հետախուզական ծառայությունը, մասնավորապես, առաջարկում է փոխել պետական գաղտնիքի մասին օրենքը: Եթե գործող կարգավորումներով ԱԱԾ-ն է քաղաքացիներին ստուգում ու որոշում՝ ում կարող են գաղտնի տեղեկություններ տրամադրել, ում՝ ոչ, հիմա Արտաքին հետախուզությունը ցանկանում է նման որոշումներն անձամբ կայացնել՝ առանց ԱԱԾ դիմելու:

Լավ, ենթադրենք այս նախաձեռնությունը կարող է ունենալ ռացիոնալ նպատակներ, բայց խիստ տարակուսելի, եթե չասեմ՝ վտանգավոր է այն մոտիվացիան, որը բերվում է իշխանությանը կամ այս ռեֆորմին մոտ կանգնած Դանիել Իոաննիսյանի կողմից:

Ըստ փորձագետի՝ սովետական КГБ-ի ազդեցությունը ԱԱԾ համակարգում շարունակվում է, ռուսական հատուկ ծառայությունների հետ կապերը մինչ օրս պահպանվել են, և ԱԱԾ-ին առնչվող այս և մյուս փոփոխությունները, Իոաննիսյանի կարծիքով, ռուսական ազդեցությունը թուլացնելու համար են:

Համոզված եմ՝ սա նաև ամբողջ իշխանության մոտիվացիան է, որովհետև նման մի բան էլ լսել եմ ՔՊ-ական մի պատգավորի կողմից:

Ստացվում է՝ ամբողջ օրը ինքնիշխանության մասին ճամարտակող Նիկոլ Փաշինյանը չի կարողանում օտար ազդեցությունից ազատել հատուկ ծառայությունը և ստեղծում է, այսպես ասած, զուգահեռ իրականություն:

Բայց այստեղ էլ այլ հարց է առաջանում, որովհետև ակնհայտորեն թույլ Հայաստանը չի կարող հակահետախություն իրականացնելու պոտենցիալ ունենալ:

Հաստատված տեղեկատվություն գոյություն ունի, որ ԱՀԾ պետ Քրիստիննե Գրիգորյանը արևմտյան հետախուզական ծառայություններում է վերապատրաստվել:

Այս փաստերի համադրումը թույլ է տալիս պնդել, որ Փաշինյանը աշխարհաքաղաքական շրջադարձի խնդիր է լուծում՝ փոխելով մեր պետական գաղնիքի արտահոսքի «երթուղին»՝ Մոսկվայից արևմտյան մայրաքաղաքներ:
