Constitutional law expert suggests acting ruling system be subjected to legal audit

On April 10, the expert commission of the constitutional reforms under the President of Armenia introduced the initial variant of the concept project of the constitutional reforms. The concept includes suggestions and arguments, which will becomea subject of public discussions. Armenpress interviewed VardanAyvazyan - Associate Professor of the Chair of Constitutional Law of Yerevan State University, on the necessity of the changes and constitutional reforms suggested by the project.
-Mr. Ayvazyan, the concept project of the constitutional reforms has already been made public, which suggests a number of changes in the state ruling system, as well as in some provisions of the Constitution. How would you describe this reform project and which are its typical changes?
-Any constitutional change should first of all secure balance and harmony in the society. To make the changes essential, they should not bare an episodic nature, but be systematic. In this respect, it is too early to speak about whether the concept project introduced by the expert commission of the constitutional reforms does or does not bear a systematic nature. So that the concept becomes complete, it should first of all give the answer to the question of what the model of our society and state is, taking into consideration our phenotype and genotype. The Constitution should define precisely who the Armenian person is. And only in accordance with that model of the society and state, the form of the state ruling should be determined. Without giving the definition of the model of the society and state it is impossible to define the form of the state ruling. In that case it would merely bear a technical nature.
