Gagik Harutyunyan considers constitutional reforms to be imperative of objective realit

The deferment of the constitutional reforms will lead to more complicated problems. This conviction was expressed by the Chairman of the Constitutional Court Gagik Harutyunyan at the public debate on "The initial concept of the constitutional reforms in Armenian". "To regulate the constitutional order, a person's social behavior, the political behavior of the power, political institutions, I set out to pursue this case. We do not only put forward questions, we create a system where all these questions have solutions" - said Gagik
Harutyunyan.
Studying the history of the constitutional order from the pre-Christian era to the present day, Gagik Harutyunyan came to the conclusion that in the fifth century and after it the Armenian people had a higher level of the constitutional culture than it is today. "Today we have a nation, but no citizens. We have situations which can be considered as morbid. The primary treatment approach is that the Constitution does not allow the emergence of such situations.
