Civil-military administrations in Donbas to become zones of military tyranny — DPR speaker

Civil-military administrations that Kiev plans to create in the Donetsk and Luhansk regions will become zones of military tyranny, parliament speaker of the self-proclaimed Donetsk People’s Republic (DPR) Andrey Purgin said on Tuesday.
Preservation of civil institutions allows to receive around 20% of "objective information about the situation" on the territory, Purgin said.

"Setting up civil-military administrations in fact classifies it [the information]," the speaker was quoted by the Donetsk News Agency as saying. "In fact, it [will become] a military zone, a zone of military tyranny," he added.

Kiev’s first steps in this direction can already be seen, Purgin stressed. "Endless minefields which they [Ukrainian forces] set up despite the fact that Ukraine signed an international protocol, according to which it has no right for mine-laying. One more example is a system of passes, when people sit and wait for three-four months to receive passes, but then realize they will not get them at all," Purgin said.

On February 26, Ukrainian President Petro Poroshenko signed a decree on creating civil-military administrations in Donbas regions controlled by Kiev, where local government bodies cannot exercise the authority assigned to them by Ukraine’s constitution and legislation.

According to the law, civil-military administrations of settlements will be formed from "servicemen from Ukraine’s military units, law enforcement representatives." These administrations will exercise their authority until the newly elected local government units are inaugurated into office.

The law stipulates that it will expire a year from the date of its publication, but its authority can be prolonged by the presidential decree.
