"168 Zham": Ombudsman’s Office to elect regional employees via Skype?

The paper says it has learned from sources that the Human Rights Defender’s Office, which recently unveiled plans to open headquarters in Armenia’s regions, will organize the election of its regional employees through Skype.
The report is being discussed in Facebook where a user has reportedly left a comment considering the initiative a good reason for seeking a donor assistance.
“Two conclusions can be drawn from here: the Ombdudsman’s Office either previously knows who it is going to hire or the situation has gone beyond all serious limits. I insist, nonetheless, that their human resources staff needs a long-term retraining. It is a justified reason to submit to the donors a proposal on developing the staff capacities. To my mind making guesses from coffee sediments is a more accurate option than their approaches having absolutely no principles,” reads the comment, according to the paper.
