According to Chorrord Inknishkhanutyun, Orinats Yerkir Party had promised to give voters mobile phones in Achapniak district, but to be secure, it first distributed phone cards and was waiting until after the election for giving the promised phones. However, the party was greatly disappointed in voters, with 82 690 votes instead of the announced 170 000. Therefore Arthur Baghdasaryan ordered his men not to distribute the promised phones.
