Artsakh is not Constrained to Inhabit its Areas with its Compatriots

David Babayan also stated, that NKR is a sovereign state and can manage its area as it wishes and carries out works all over its area (in connection with infrastructures, agricultural works and etc). “As for providing shelter to Syrian-Armenians we reconfirm our obligation to help our compatriots if they wish, and this isn’t an intentional policy, but a humanitarian step, national obligation.” He advised not to forget that Azerbaijan long ago inhabited areas of Shahumyan, Getashen and other northern areas, which as compared to NKR areas, didn’t undergo any observation by OSCE, as Azerbaijan persistently refuses to give permission. “And after this all Azerbaijan spreads a note: What’s this, if not a usual attempt for destabilization. Shouldn’t we have said that? And after all, NKR doesn’t have any international agreement not to inhabit its areas, and Azerbaijan with this note just keeps on its genocidal policy, this time trying to create obstacle for sufferers of humanitarian disaster Syrian-Armenians’ possible settlement in Artsakh.”
