Are rebels authors of Damascus hotel blast?

Today at 8.30 am with the local time, there was a blast in the center of Damascus. A diesel tank was exploded next to Dama Rose hotel. Note, that usually UN observers live there in Syria, reports Reuters.
Agence France Presse informs, that authors of the blast are the rebels. According to the fighters of Syrian free army target of the terror was Government troops which were holding a consultation. There are children and women among victims. It’s not clear, whether the rebels are satisfied with the blast result. According to one of the Syrian television there are three sufferers, identity of which isn’t revealed yet. There are no UN observers among sufferers.
