Do the investments in border zone justify the not-paid salaries?

Today Hraparak Daily informed that the workers of Noyan natural juice factory, belonging to Euroterm Company, have not been paid salaries for several months. The newspaper reports, that a few employees alarmed on this to the editorial. They refused to introduce themselves, fearing to lose their money.

It’s interesting, what is the connection between making investments on border zone and not paying the salaries. Of course, inferring from the “innocence presumption” we can not say for sure that salaries have not been paid, but it is surprising that instead of denying or confirming this fact, they speak about the investments on border zones.
That is, if investments are made on the border zone, you may not pay salaries? Turns out, that in case of making investments on the border zone in Armenia, the investor gets free labor and is freed from tax obligations.
I think it is the moral obligation of each businessman to invest in the border zone and there is absolutely no need to express it making a self-hero.
