Why MFA spokesman can’t make comments?

According to press release, NA former vice-president Ara Sahakyan may be appointed as RA Ambassador to Belarus.
Tigran Balayan, the press speaker of Ministry of Foreign Affairs wasn’t able to comment on this in an interview with Lurer.com.
"The appointment of Ambassadors is a pretty long process and there are appropriate procedures, and the appointment of ambassadors is a public process in general, when are appointed, it’s announced in due time."
In response to the question, whether the same processes are performed on the appointment of Ara Sahakyan, Tigran Balayan said. "I can’t comment on this issue."
Tigran Balayan considered incorrect the following questions: "Is the current ambassador Armen Khachatryan falling short? Is there any need to replace him?” and refused to make any comments.
