RA citizens of abroad are to be restored the right to vote or not?

On August 27, the leader of RA NA "Heritage" faction, Ruben Hakobyan, addressed to RA Ombudsman in a written form, with a proposal to litigate the constitutionality of Article 60 of RA Electoral Code.

"In fact, at first glance, there is a problem. Article 30 of the Constitution, provides those people who cannot participate in the elections, that is, there is a clear imperative ban, but Article 60 of the Electoral Code, provides those people who may participate in the elections while outside of RA territory. Thus, the group of people, who are not listed, their right, it can be said, at first glance is interpreted, as they cannot participate in the elections,” said Aram Vardevanyan and added: “We still want to explore this issue, study the international experience and the arguments that have been used when adopting Article 60 of the Electoral Code, that is, the article’s history before coming into force and being adopted by the NA."
After the discussion, if it turns out the people's right to vote is limited to the unnecessary restriction and does not comply with the Constitution, the Ombudsman Office will definitely appeal to the Constitutional Court, to clarify the correspondence of Article 60 of the Electoral Code to Article 30 of the Constitution.
As the latter says, in accordance with RA law "NA Rules of Procedure", Ombudsman Office is to notify Ruben Hakobyan within 10 days, but the final conclusion is to be presented by the Ombudsman Office within 30 days. "We are to try to dispose our final position regarding this issue as soon as possible. With the Ombudsman’s instruction we will try to respond to this request as soon as possible and see if we can appeal to the Constitutional Court in this case with an expectation of outcome,” said Aram Vardevayan.
