RA NA adopts statement on Safarov’s extradition

96 for, 1 against and 0 abstention- NA just adopted RA NA statement on the extradition of Azerbaijani murderer Ramil Safarov and his amnesty granted by the president of Azerbaijan. The only person voting against this, is “Heritage” faction MP Zaruhi Postandjyan. Below we present the statement:
"The National Assembly of the Republic of Armenia
-Referring to the cruel and inhuman crime committed by Azerbaijani Army officer Ramil Sahib Safarov, who has axed Gurgen Margaryan, officer of RA Armed Forces, while having a training within the frames of NATO “Partnership for Peace” program, being held in the capital of Hungary, Budapest,
- Emphasizing that the Hungarian government, as a host country, did not ensure the safety of participants of the international event, being held in its territory,
- Recording, that the murder of the Armenian officer and the criminal, who committed it, were being regularly justified at the highest level and worshipped, and therefore before making a decision, the competent authorities of Hungary could not miss the fact, that extraditing the criminal, who has been sentenced to life in prison in accordance to the Hungarian legislation, to Azerbaijan, would mean to grant him his freedom and create precedent, encouraging crimes against Armenians on ethnic grounds,
- Pointing out that Azerbaijani president’s pardon to the criminal, returned to Azerbaijan, as well as awarding him various ranks and rewards, is a manifestation of political cynicism towards the international community,
- Considering that the crime is caused by the xenophobic policy being regularly preached by Azerbaijani authorities, and that by granting pardon to the criminal, Azerbaijani president and authorities assume r esponsibility for his crime,
- Qualifying the decree of Azerbaijani president as an action, contradicting the spirit of universal human rights principles and norms, as well as to the humanitarian objectives of “ Transmission of sentenced persons” convention, signed in Strasbourg , in 1983:
NA declares, that
1. The Hungarian government also bears responsibility for what happened. NA condemns the behavior displayed by the Hungarian government and suspends official relations with Hungary on parliamentary level .
2. By this step Azerbaijan once again threatens to regional security, and further aggravates the atmosphere of anti-Armenian unleashed enmity and hatred, violates human rights guaranteed by international documents, once again demonstrates its consistent policy in failing the negotiation process of peaceful settlement of Nagorno Karabagh conflict and the job carried out for it by the international community, particularly OSCE Minsk group co-chairmen.
3. The atmosphere of hatred against Armenians, established in Azerbaijan at a state level, reaffirms the fact that the Republic of Nagorno-Karabakh cannot be part of Azerbaijan by any status.
4. Encourages parliaments of all the countries, maintaining democratic values, to condemn the deal between Hungary and Azerbaijan, made on August 31 of 2012..
5. Expects a similar reaction from the International Parliamentary Organizations and the appropriate actions.
